About this file
This is a LIDAR mapping document for the Pocotaligo Preserve, prepared by Beaufort County's Land Preservation Department in South Carolina. The document provides a visual representation of the tidal impoundment property, depicting two distinct tidal field areas—Tidal Field #1 comprising 69 acres and Tidal Field #2 comprising 24 acres—along with the associated inland field and overall property boundary. This mapping documentation supports Phase II of the water management renovations project at the Pocotaligo Preserve, located in Yemassee, South Carolina, with site access via US Highway 17 and Cotton Hall Road. The renovation project encompasses seven primary tasks including installation of corrugated aluminum pipes with flap gates, a new rice trunk structure, dike retopping over approximately 810 linear feet, dike break repairs, additional pipe installations, and circulation canal excavation. Proposals were due September 17, 2026, with a non-mandatory pre-proposal meeting and site visit conducted on September 2 and 3. The project requires approximately 115 cubic yards of dike material, 1,080 cubic yards of cross-dike fill, and 2,890 cubic yards of berm fill.
Evaluation of proposals is qualifications-based with pricing weighted at 15 percent, understanding of scope and goals at 25 percent, approach and project methodology at 30 percent, and experience with similar projects including three references at 30 percent. Individual task costs are assessed against budget thresholds with provisions for task removal if costs exceed available funds. The contractor must provide all equipment, materials, manpower, and transportation while maintaining designated construction and staging areas with safety fencing and completing work during dry conditions with erosion control measures and a one-year warranty. Required insurance includes workers' compensation, general liability of $1 million per occurrence with $2 million aggregate, automobile liability of $500,000, umbrella liability of $2 million, and professional liability of $1 million. Proposals must remain firm for 90 days from closing and comply with Title VI nondiscrimination requirements and South Carolina state law. The U.S. Army Corps of Engineers has already issued a Managed Tidal Impoundment General Permit, with any additional permitting to be completed by the County and its management consultant.
