About this file

This document is a letter from the Illinois Department of Central Management Services to the Department of Children and Family Services (DCFS) regarding a state use contract for blankets, thank you cards, boxes, and tissue paper with SPARC. The Illinois State Use Committee has authorized DCFS to contract with SPARC without advertising or calling for bids, effective 07/01/2024 and ending 06/30/2027 with no renewal option, in the total amount of $99,999.00. This contract will provide 15 persons with disabilities employment and job training.

The letter outlines the requirement for state agencies to post notice of each State Use contract on BidBuy to increase transparency. The Committee has reviewed the agency's price for the proposed agreement and determined it is fair and reasonable. The agency must coordinate with the Purchasing Officer and State Purchasing Officer to ensure all required approvals are obtained prior to contract execution, and a copy of the executed contract must be forwarded to the State Use Program office.

Re: Blankets, thank you cards, box, and tissue paper/ SPARC

Dear Robyn Bowen:

Per your request, the above contract between DCFS and SPARC was presented to the State Use Committee for an authorization vote.

The Committee voted to authorize your agency to contract with SPARC without advertising or calling for bids, effective 07/0 I /2024 and ending 06/30/2027 with No renewal option, in the total amount of $99,999.00. The contract will provide 15 persons with disabilities employment and job training.

In order to increase the overall transparency of the State Use Program and procurement in general, State Agencies under the jurisdiction of the CPO-GS are now required to post notice of each State Use contract on BidBuy. CPO notice 2014.09 outlines the CPO-GS's process for approval of the State Use Contract Please work with your CPO to post the award notice on BidBuy, if over the small purchase threshold.

This letter serves as your notice that the Committee has reviewed the Agency's price for the proposed agreement in accordance with 30 ILCS 500/45-35 and determined the price submitted is fair and reasonable. The Committee's authorization is not an authorization for the selected vendor to begin providing supplies or services in the absence of a contract that has been reduced to writing and signed by all necessary parties, nor may it serve as a substitute for other required Chief Procurement Office or internal Agency approvals. Please coordinate with your Agency Purchasing Officer and State Purchasing Officer to ensure your procurement has obtained all required approvals prior to contract execution.

Upon completion of an executed contract, signed by both parties, please forward a copy to this office for our files.

If the above information is incorrect, or if you have questions, please contact the program at CMS.BOSS.StateUse@illinois.gov. Thank you for your continued participation in the State Use Program
