About this file
This document is a Question and Answer sheet for a Rebid Invitation for Bid (IFB) issued by the Illinois Department of Children and Family Services (DCFS) for a multi-year Agency Specific Master Contract for Prepaid Gift Cards. The IFB requires the vendor to provide administrative support, including an online portal to track card issuance and transactions, as well as a 1-800 customer service number. The gift cards must be segregated by DCFS's five regions, and the vendor will be responsible for maintaining the 1-800 number and portal. DCFS does not currently have a campaign or branding for the gift cards, but may work with the awarded vendor to develop a modest brand image.
The pricing and payment terms are not explicitly stated. However, the IFB indicates that the vendor will be responsible for the card holder agreement and any other terms and conditions required for the cards and portal. There is no information provided about set-asides, incumbents, funding sources, or other salient financial details.

| 1 | Question: | Regarding the mandatory elements, I got the online tracking portal reporting, 90 days, and 1800 services. Is there anything else I’m missing? |
| Answer: | See Section 1.2 thru 1.4 of the IFB. | |
| 2 | Question: | The description shows the administrative system needs to split out regions, are the regions broken by counties or..? |
| Answer: | See Section 1.2.6. DCFS has five regions, Cook, Springfield, Central, Southern, and Northern. The vendor is not required to segegate by zip code, county, city, etc. One additional segregation is required for the prepaid electronic cards. The system will need to have a region code for each of the regions and be able to identify the associated staff. |
| 3 | Question: | Who will manage and maintain the 1800 customer service number, the vendor or DCFS? |
| Answer: | Vendor will be responsible for maintaining the 1800 customer service number and an online portal to activate cards, report lost or stolen cards, and check card balance to be used by the card recipients. See Section 1.2.15. Also see Section 1.2.3. |
| 4 | Question: | Section 1.4 - this shall minimally include all products terms and conditions. Does it mean the terms and conditions are card holder agreement? |
| Answer: | Yes, the terms and conditions include any card holder agreement as well as any other terms and conditions required for either the card or portal. See Section 1.4.1. Mandatory Requirement #M1: | |
| 5 | Question: | Does DCFS have a campaign coordinated with this gift card design/event? |
| Answer: |
Refer 1.3.12. Card design and/or branding, if any, to be determined by DCFS within 30 days of contract execution. At this time, DCFS does not have a campaign or branding that will be used, however we do have a internal graphics design and Communications unit that may work with the awarded vendor to develop a modest brand image.
