Evaluation Factors:

The following factors shall be used to evaluate offers: Key Resumes detailing offeror’s capability as related to the SOW, Past Performance, and Price. Offeror’s Resumes and past performance, when combined are significantly more important than price.

Factor 1: Key Resume The solicitation stated the Key Resume factor will receive one of the following ratings:

Outstanding, Good, Acceptable, Marginal or Unacceptable, defined as follows:

Outstanding - The proposal meets requirements in all stated areas and exceeds requirements in many areas. The proposal contains several strengths most of which are significant, may contain minimal minor weaknesses which do not require discussions, and contains no deficiencies.

Based on information provided, there is little doubt that the contractor demonstrates an exceptional understanding of the services required to exceed most contract requirements. The highest quality of contract performance is anticipated with little or no risk of unsuccessful contract performance.

Good - The proposal meets all stated requirements. The proposal contains strengths, some of which may be significant, may contain minimal weaknesses which do not require discussions, and contains no deficiencies. Based on the information provided, the contractor demonstrates a good understanding of the services required to exceed some contract requirements. There is a high probability of success with little risk of unsuccessful contract performance.

Acceptable - The proposal meets all stated requirements. The proposal contains some or no strengths or significant strengths, may contain some weaknesses that will not prevent successful completion of the contract, and contains no deficiencies. Based on the information provided, the contractor demonstrates the minimum level of understanding of the services required to meet contract requirements. There is a fair probability of success with a moderate degree of acceptable risk.

Marginal - The proposal does not make clear that it meets all stated requirements. The proposal contains deficiencies that could be addressed with changes to the proposal, and/or contains a number of significant weaknesses that may prevent successful completion of the contract, but could contain strengths. Based on information provided, there is doubt that the contractor understands the services required to meet the contract requirements.

Requirement/services can be met only with major changes to the proposal. There is a low probability of success with multiple minor risks or one or more major risks that, if not mitigated, will likely impede successful performance.

Unacceptable - The proposal fails to meet the stated requirements. The proposal has one or more deficiencies, gross omissions, and/or significant weaknesses. The proposal demonstrates the contractor's failure to understand much of the scope of work necessary to perform the required tasks, failure to provide a reasonable, logical approach to fulfilling much of the government's requirements or failure to meet many requirements in the solicitation. One or more areas would have to be completely revised in order to attempt to make it other than unacceptable. Proposal presents an unacceptably high degree of risk to successful contract performance.

Factor 2: Past Performance The solicitation stated the Past Performance Factor will receive one of the following ratings:

Substantial Confidence: Based on the offeror's performance record, the Government has high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence: Based on the offeror's the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Limited Confidence: Based on the offeror's performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

No Confidence: Based on the offeror's performance record, the Government has no expectation that the offeror will be able to perform the required effort.

Unknown Confidence (Neutral): No recent/relevant performance record is available, or the offeror's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Factor 3: Price The Government will evaluate the submitted pricing to determine fair and reasonableness.
