Instructions to Offerors

Synopsis of the Work

The mission of DOE is to ensure America's security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions. The Office of Science (SC) supports this mission by delivering the scientific discoveries and major scientific tools that transform our understanding of nature and advance the energy, economic, and national security of the United States.

The SC Office of Biological and Environmental Research (BER) mission is to advance transformative science and scientific user facilities to achieve a predictive understanding of complex biological, earth, and environmental systems for energy and infrastructure security, independence, and prosperity.

Within BER, basic research to gain a predictive understanding of microbial systems provides the foundation for harnessing and integrating the latest biosystems design techniques with data science, and multi-scale modeling approaches to advance not only a burgeoning bioeconomy but also for predicting the future state of the Earth system. In this regard, the number of microbial systems interrogated is expanding rapidly given the advances in next generation genome sequencing and engineering capabilities. In contrast, the throughput capabilities to assess the phenotypes (desired observable traits) of these microbes accurately and expediently is quite low and the range of function of these microbes in engineered or natural systems is very limited. There is a rapidly growing but unmet need to understand the determinants of microbial function at the molecular and biochemical level at an unprecedented capacity and pace, well beyond those available within BER User Facilities. Currently, there is a significant gap in the ability of the scientific community to identify proteins and biochemical pathways of unknown function in microbes at the single cell to microbial community-scales, in part because microbial phenotypes change rapidly due to environmental factors and perturbations.

Without this understanding of the molecular and biochemical determinants of microbial functions complimenting existing genomics understanding, the research community is severely limited in their ability to understand, model, and controllably design the range of activities and functions of individual microbes, engineered microbial consortia with bio-industrial potential or ecological relevance, and microbial communities from natural soil environments. The M2PC will address this need by providing a new high-throughput highly automated molecular phenotyping capability for a broad range of microbes and microbial communities that provides sufficient mechanistic and biomolecular understanding of microbial activity and function across a wide range of species in the environment and in engineered consortia at a capacity and pace to match and ideally exceed that of genomics capabilities. Functional understanding at the biomolecular level is critical for scientists to make new discoveries in the use of microbial systems for advancing US leadership in the projected $4T/year global bioeconomy and for providing a more complete and accurate understanding of the Earth system that informs policies

October 2024 | RFP 856782 2 and plans for ensuring the security and resilience of the Nation’s critical infrastructure and natural resources.

This facility will comply with the U.S. Department of Energy (DOE) requirement for a High- Performance Sustainable Building Standards and meet LEED Gold requirements.

Refer to the M2PC Facility Performance Specification, included in this package, for complete detailed requirements. The M2PC Facility Performance Specification will guide the D/B team (GC and AE) to meet all Battelle and DOE requirements as well as each of the necessary characteristics of the facility within the stipulated project budget. The D/B team shall develop a facility that enhances the user experience, provides required functions, is high quality, and maximizes useable space.

The Design/Build Team selected shall be a General Contractor lead team.

The Total Maximum Price (TMP) for this project is set at $30,000,000 and will be awarded to the successful offeror for the Firm Fixed Price D/B contract.

The title for this project is Microbial Molecular Phenotyping Capability project (M2PC). It is the desire of Battelle to take occupancy by May 11, 2028* or sooner.

NAICS Classification 236220 – Commercial and Institutional Building Construction (Size Standard $45M)

NAICS is the abbreviation for “North American Industry Classification System”. NAICS was developed by the U.S., Canada, and Mexico in a joint effort to provide new comparability in statistics about business activity across North America. NAICS assigns codes to all economic activity within twenty broad sectors and is accepted and used by the Small Business Association (SBA) in determining size standards where eligibility as a small business is a factor or a consideration.

Source Selection / Basis for Award

Best Value Best value is a process used to select the most advantageous offer by evaluating and comparing technical factors, in addition to cost or price, in order to determine the greatest overall benefit in response to the requirement. In this solicitation, Price is significantly less important than the Technical Merit.

The successful proposal shall provide, a complete facility being comprised of the following minimum characteristics:

1. The facility shall be complimentary to the existing EMSL facility and PNNL campus, with a minimum size of 34,500 ft2. It is possible that the size necessary to deliver the minimum program requirements defined within the facility performance specification may be larger. The actual size of the facility will depend upon the facility organization and efficiencies developed by the offerors. Note: This calculation does not include the potential implementation of stretch goals.

2. An automation laboratory that is a minimum of 12,000 ft2 open research space.

a. The contractor shall provide design and installation, that is coordinated with the selected automation equipment vendor, of final utility connections from the facility to the equipment.

October 2024 | RFP 856782 3

3. A minimum of eight (8) equivalent laboratory modules. A module is defined as a 22’-6” x 33’-6” structural grid and includes all infrastructure to have the module be convertible to other science capabilities in the future.

The minimum required eight laboratory modules shall include two modules for process and development space, a cleaning and autoclave room, waste storage, sample and media preparation, freezer storage, consumable storage, and research cart/equipment storage.

4. A flexible, open, lobby.

5. Laboratory service corridors.

6. Interstitial mechanical mezzanines/spaces.

7. Utility support spaces, such as mechanical, electrical, UPS, IT server/IDF rooms.

8. Site improvements including required utility infrastructure, paved vehicular parking and access areas, pedestrian circulation, and landscaping.

9. Direct connection to the north side of EMSL.

The facility will contain not less than the previously stated minimums, all designed and constructed to the Total Maximum Price (TMP) of $30,000,000.

Proposals received in excess of the TMP of $30,000,000 will be deemed Technically Unacceptable. In determining Best Value, the evaluation team will take into consideration the following:

• the design concept proposed by the offeror,

• the components of that design concept such as the required specifications, including, but not limited to, designs that include maximum use of collaboration space and dynamic displays or features integral to the facility that showcase grid energy storage sciences related milestones and/or scientific achievements of staff at PNNL,

• inclusion of high-quality products, fit and finishes, and inclusion of all of the requirements stated within the Battelle M2PC Facility Performance Specification S814057-SPEC-03 REV 0, provided in the M2PC RFP package, at the prescribed contract price.

The successful offeror will provide the highest quality and the most efficient building meeting or exceeding the attached Battelle M2PC Facility Performance Specification S814057-SPEC-03 REV 0, at the stated award value. Award may be made with or without discussions at the discretion of the Senior Contract Specialist. This allows flexibility in selection through tradeoffs that Battelle makes between the price and non-price evaluation factors, if required, with the intent of awarding to the Team that will give Battelle and the Government the greatest or Best Value.

Contract Type

Selection of the Team will result in a Design/Build, multi-year, incrementally funded, firm fixed price contract, with a Total Maximum Price of $30,000,000, subject to future appropriations.

Contract Price

This incrementally funded, firm fixed-price contract will be initially awarded in the amount of $5,000,000 to initiate mobilization and design. The contract will ultimately be valued at a fixed TMP of $30,000,000. This is the amount the successful offeror will estimate to for the full completion of this project.

October 2024 | RFP 856782 4

The estimated funding profile is as follows and is subject to change at any time:

Period Funding

FY 2025 $5,000,000

FY 2026 $15,000,000

FY 2027 $10,000,000

Total $30,000,000

Performance and Safety Incentive Award Program

Battelle intends to include a Performance and Safety Incentive Award Program as part of this contract.

The purpose of this Performance and Safety Incentive Award Program is to encourage exceptional performance by the Contractor in the execution of the work that provides a quality product, safely, in a timely manner, and minimizing wasted management efforts from both the Contractor and Battelle in the execution of contract.

The milestones and criteria applicable to the Performance & Safety Incentive Award program as well as the process for determining the amount of Incentive earned will be described in the Performance & Safety Award Program provided after award to the successful Contractor.

Battelle reserves the right to unilaterally terminate this program in whole or in part if Battelle determines that termination of the program is in Battelle’s best interest regardless of the current progress or state of the work.

2-Step Process

Battelle is using the two-step qualifications-based selection procedures to evaluate prospective Team qualifications and to solicit proposals from a short-list of highly qualified Teams. In Step 1 Team qualifications will be evaluated against identified factors and sub-factors for purpose of short-listing a maximum of three (3) most highly qualified Teams. In Step 2, the short-listed Teams (only) will be asked to submit technical and priced proposals and will be invited for an oral presentation/interview.

Step 1 Qualification

Step 1 is an open competitive process whereby qualifications are solicited from interested Teams. In Step 1 Team qualifications will be evaluated against identified factors and sub-factors for the purpose of selecting a maximum of three (3) highly rated Teams to submit Step 2 proposals.

• D/B teams shall submit qualifications of the GC and the AE using the GSA Form

SF330 (

Step 2 Technical and Priced Proposals (short-listed Teams only)

In Step 2, the short-listed Teams only will be invited to a mandatory on-site pre-proposal meeting and asked to submit technical and priced proposals responsive to the Request for Proposal (RFP) and statement of work and will be invited for an oral presentation/interview. Proposals will be evaluated separately against the stated evaluation factors and sub-factors. Selection of the successful Team will be based on best value – most technically acceptable. The date of the pre-proposal site meeting will be set once the short-listed Teams have been identified. Failure by a Team to attend the mandatory pre-proposal site meeting will result in rejection of that Team’s proposal as being technically unacceptable. Scores for Step 2 stand alone and are not cumulative with step 1 scoring.

Stipends To encourage high-quality submissions in Step 2 of the source selection process and provide the Government with the ability to utilize the best solutions provided, a stipend in the amount of $100,000 will be offered to Step 2 unsuccessful offerors only. Battelle’s stipend offering shall not create a contract, either express or implied, related to this RFP, but will be paid under separate agreement.

In consideration for accepting the stipend, and notwithstanding the conditions of any notice appearing thereon, the Government shall have unlimited rights [as defined in DEAR 970.5227- 1, Part (a)(6) and (7)] in and to the technical data contained in Phase 2 technical and price unsuccessful proposals. Battelle may incorporate attractive concepts into the final project at its election.

oral and other interpretations or clarifications will be without legal effect.

• Amendments may also be issued to modify the RFP documents as deemed advisable by Battelle.

• Only registered RFP holders for this solicitation will receive notification of amendments.

Briefings/Site Visit

A Mandatory Pre-Proposal Site visit will be held only for the short-listed Teams identified for Step 2. The date for this visit will be announced once the short-listed Teams have been identified. Failure to attend will result in a technically unacceptable proposal.

Notification and Debriefs Each Team will be notified of its own individual standing when the “short-list” of highly qualified Teams has been developed. Teams that are not selected to submit a Part 2 proposal will be notified of their status when the “short-list” of qualified Teams has been developed.

Upon award of the resultant contract, unsuccessful Offerors will be notified of the successful Offeror. At that time unsuccessful offerors of both Step 1 and Step 2 will be offered the opportunity to request a debriefing. Requests for debriefing must be in writing. Debriefing information shall include Battelle’s evaluation of the significant weak or deficient factors in the Offeror’s proposal. Point-by-point comparisons with the other Offerors’ proposals shall not be made, nor shall the relative merits or technical standing of the other competitors be revealed.

The focus of debriefing meetings is to improve future offers by fully informing the Offeror of the proposal’s shortcomings relative to the solicitation requirements, not to the successful offer.
