About this file
This Sources Sought Notice is issued by the Architect of the Capitol (AOC) to gather market research for a new Construction Project Management Information System (PMIS). The AOC currently uses e-Builder (Trimble Unity Construct) and seeks a commercial off-the-shelf (COTS) Software as a Service (SaaS) platform that is FedRAMP certified. The desired solution must include purpose-built modules for capital planning, scheduling, contract management, bidding, cost and funding management, design and construction management, document control, drawing management, project closeout, and asset turnover.
The system must have built-in reporting and analytic tools, open APIs for integration with financial and timekeeping systems, and the ability to migrate approximately 1,200 projects, 1,500 users, 60 configured workflows, 200,000 records, over 2 million files, and 4 TB of data without disrupting active projects. Interested contractors are requested to respond to a comprehensive list of 16 questions by August 22, 2025, at 5:00 pm EST, via email to Roman Davydov at roman.davydov@aoc.gov. The sources sought notice is for information and planning purposes only, and no contract will be awarded from this announcement.

The Architect of the Capitol (AOC) has been using e-Builder (recently rebranded as Trimble Unity Construct) for its PMIS since 2018 as an enterprise tool for the management of the planning, design, and construction phases of the AOC’s capital construction portfolio.
The AOC is looking for a commercial off the shelf (COTS) Software as a Service (SaaS) platform. The entire environment must be FedRAMP certified, and the software provider has long term plans to maintain FedRAMP certification. The AOC is looking for a solution that offers a combination of purpose-built modules or solutions and a low-code environment allowing for flexibility and configuration by system administrators to AOC’s business processes such as:
o Capital Planning o Scheduling o Contract Management o Bidding o Cost and Funding Management o Design Management o Construction Management o Document Control o Drawing Management o Project Closeout o Asset Turnover
The system should have built in reporting and analytic tools and a data store with an open API to allow the customer to access the system data with the customer’s reporting tools. The system must have open APIs to allow for integration with the customer’s financial and timekeeping systems.
The existing e-Builder database currently contains approximately 1,200 projects, 1,500 users (about 500 active), 60 configured workflows, 200,000 records, over 2 million uploaded files, and 4 TB of data. The migration of this data from e-Builder to any potential replacement system is a requirement without disruption to active projects.
The AOC requests the following information in response to this sources sought notice:
a) Will your company be interested in submitting a quotation for this requirement if an RFQ is issued?
b) Can your company perform this requirement under its GSA Schedule contract? If so, what is the GSA Schedule contract number? What SIN is this usually performed under?
c) Can your company perform this requirement under its NASA SEWP IDIQ?
d) What questions do you have for the Government?
e) Please provide examples of past contracts within the past three years that are either completed or ongoing that have the same or similar scope of work. Please provide the awarded contract dollar amount as well.
f) Is the entire system environment FedRAMP certified? If so, what risk level?
g) Do you offer hosting in both FedRAMP and commercial environments? If so, what percentage of your customers are in the FedRAMP environment compared to commercial or non-FedRamp environments?
h) Are you hosting data for other Federal Agencies? If so, how many and which agencies?
i) Do you foresee any major risks or business decisions that could lead to the FedRAMP offering being discontinued in the next 15 years?
j) Do you have experience migrating customer’s data from e-Builder?
k) What year was the company founded and what year (or range) was the software code and architecture developed?
l) Provide a list of the major features or modules that are available.
m) Are there any major enhancements or new features that will be released over the next two years that are currently not in the core product?
n) Does your company offer an annual user conference?
o) Does your platform allow for the segregation of security projects from non-security projects?
p) Any other information you believe will be of interest to the Government.
Interested contractors shall submit an electronic copy of the requested information via e-mail to the Contracting Officer, Roman Davydov, at roman.davydov@aoc.gov no later than August 22, 2025, at 5:00 pm.
