a. Only One Responsible Source (FAR 6.302-1) –

Televisions supported by and interfaceable to the existing GetWell system in place at the DC VAMC are required. These televisions use both television and internet so provide patient education and entertainment at the inpatient locations throughout the medical center. The wiring, network hardware, and servers are already in place to support this system. It is imperative that the TVs that are being replaced be interfaceable and supported by the GetWell system and company.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:

From a recent procurement, it is known that there are at least two SDVOSBs that can support this effort. The purchase requires to have to integrate into the existing system.

7. Determination by the CO that the Anticipated Cost to the Government will be

Fair and Reasonable:

The Contracting Officer anticipates that the cost will be considered fair and reasonable based off knowledge/comparison of historical pricing data paid with VA.

The evaluation will be Price Alone since the customer’s requirement is specifically defined and no other set of characteristics are acceptable, such as when an exact replacement is required, then the award basis should be Price Alone, resulting in award to the lowest quoter. The Contracting Officer and customer will continue to work in a collaborative effort to ensure appropriate steps will be taken to ensure the final contract price will be in the best interest and most advantageous for the Government.
