About this file
This is a Request for Quotation (RFQ) document issued by the Ohio Department of Natural Resources (DNR) for plumbing services across multiple county locations in Ohio. The DNR Divisions of Parks and Watercraft, Wildlife, Natural Areas and Preserves, Forestry, Coastal Management, and Oil and Gas seek qualified plumbing suppliers to provide preventative maintenance and repair services for all DNR facilities within designated counties. The contract term runs from October 15, 2025 through October 14, 2027. Awards will be made by individual county, with suppliers permitted to bid on and be awarded multiple counties provided they can meet service demands for all facilities within each awarded county. An optional pre-bid meeting is scheduled for November 5, 2025 at 10:00-11:00 AM via Microsoft Teams, and site visits to facilities are encouraged prior to bid submission. Suppliers must complete a provided Excel spreadsheet pricing template for each county bid, with pricing evaluated based on standardized service scenarios to enable consistent comparison across bidders.
Contract awards will be made to the lowest responsive and responsible bidder as determined by the State, evaluated on a county-by-county basis. For Erie and Ottawa Counties containing facilities requiring ferry access, bids from suppliers capable of covering all facilities will be prioritized; if no acceptable comprehensive bids are received, bidders covering only mainland facilities will be considered. Suppliers must submit invoices directly to Ohio Shared Services (FSS) via email, fax, or mail and must include specific required information including the purchase order number, origin number, supplier name, service facility information, invoice number, service date, itemized services and materials with separate line charges, and must exclude Ohio state sales tax. No set-asides, incumbent contractors, or special funding arrangements are referenced in this solicitation.

Needed Service or Supply: DNR Facilities Plumbing Contract awarded by County
Project Background: The Ohio Department of Natural Resources Divisions of Parks and Watercraft, Wildlife, Natural Areas and Preserves, Forestry, Coastal Management and Oil and Gas are looking to contract with Plumbing suppliers for the period of October 15, 2025 through October 14th, 2027 for all preventative maintenance and repair services.
Bid Instructions:
1. Award will be made by Ohio county. Suppliers must agree to service all facilities within that county to be awarded*. Suppliers may bid on and be awarded multiple counties. Please keep in mind that if awarded multiple counties, the supplier must be able to meet the demand of each facility in addition to normal customer load.
*For Erie and Ottawa Counties that contain facilities requiring ferry access, bids will first be considered from suppliers that can cover all facilities. If no acceptable bids are received to cover all facilities, suppliers that can cover all mainland facilities will be considered for award. If bidding on these counties, please indicate coverage capability.
2. Each county will be awarded separately, therefore bids submitted do not need to be identical for each county bid.
3. Each instance of repair or maintenance will be unique to the situation. In order to award, a scenario is given on the attached Excel spreadsheet so that pricing can be compared. For each county to be bid, please fill out and attach the Excel spreadsheet. To bid multiple counties, fill out a new tab for each. The template has 5 tabs pre-made, but feel free to add additional tabs if needed. Each supplier should upload one completed Excel spreadsheet with a tab for each county.
4. Please see the attached document by Ohio county. Every County has a tab showing each facility with a list of the number of buildings that contain plumbing. Additionally, notes are provided about important information unique to a given location.
Locations: Please see the attached documents by Ohio county. Every County spreadsheet has a tab for each facility with a list of the numbers of plumbed buildings.
Site Visit & Point of Contact: Prior to submitting a bid response, offerors are encouraged to visit the facilities to see the proposed locations.
