About this file

The document is a Production Lead Time (PLT) Checklist dated 1 January 2024, associated with a federal contract opportunity for an F100 Circuit Card Assembly. The checklist is mandatory for all purchase requirements and must be completed and attached to the Purchase Request (PR) within the PRPS system. The specific PR is numbered FD20302500228 and was initiated by Chris Wheeler on 11/4/24.

The checklist covers PLT evaluation criteria, requiring the Requirements Owner to validate the production lead time using the most recent production delivery data, excluding historical delays and first article test approval time. For this sole source acquisition, the recommended PLT strategy is "Lowest Proposed PLT", meaning the contractor will be requested to provide the lowest possible production lead time. The associated federal contract opportunity is for 62 electronic circuit boards (NSN 2915-01-224-0753NZ) for the F100 Engine Electronic Control System, with delivery targeted for 31 December 2025 at Tinker Air Force Base, Oklahoma, with a minimum quantity of 16 and maximum of 93 units.

Production Lead Time Checklist 1 January 2024

Per the Joint Policy Letter for PLT Improvement, this PLT Checklist is mandatory for all buy requirements and must be completed and attached to the PR within PRPS. All buy PR packages with a missing or incomplete checklist will be returned for re-work.

PR Initiator: ____________________________________________ Date: _______________

Purchase Request (PR) #: _______________________________

PLT Evaluation For each NSN being procured under this PR, the Requirements Owner (RO) must ensure each the following Production Lead Time (PLT) requirements were conducted (all must be checked):

_____ The PLT used was developed using the most recent unconstrained production deliveries, historical averages, like items, quote from contractor, or any other calculation method deemed reasonable by the

RO.

_____ The PLT used does not include historical contractor delays that are not expected in the future.

_____ The PLT used does not include historical government caused delays that are not expected in the future.

_____ The PLT used does not include non-recurring first article test approval time.

_____ The PLT used is as low and accurate as possible.

_____ The PLT was used to develop the ‘Need Date’ for each NSN associated with this PI.

Contracting Collaboration To capture the most optimal PLT proposed by the contractor, the RO must communicate the type of support recommended for this acquisition by selecting one or more of the following options. At a minimum, this recommendation must be reviewed by the assigned PCO and discussed with the RO prior to the release of the request for proposal.

Requested PLT Strategy Competitive Acquisition Sole Source Acquisition

Lowest Price Technically Acceptable (Lowest price regardless of PLT)

Lowest Proposed PLT (Request lowest PLT possible)

Lowest Proposed PLT (Evaluation of trade off options)

Tiered PLT Pricing (Incentivized reduction of PLT)

Tiered PLT Pricing (Incentivized reduction of PLT)
