About this file

This attachment is a paddlecraft rental location specification sheet prepared by the Connecticut Department of Energy and Environmental Protection (DEEP), State Parks and Public Outreach Division, detailing operational requirements for non-motorized, human-powered boat rental concessions at seven state park locations. The RFP solicitation opened on January 29, 2026, at 2:45 PM EST and closes on February 17, 2026, at 11:59 PM EST. A vendor question and answer period runs from January 30, 2026, through February 17, 2026, at 11:44 PM EST, with inquiries directed to Tenia Seay at DEEP.parksdivisionRFP@ct.gov. The seven designated locations are Burr Pond State Park in Torrington, Hopeville Pond State Park in Griswold, Indian Well State Park in Shelton, Lake Waramaug State Park in Kent/New Preston, Mount Tom State Park in Litchfield, Pattaconk Lake/Reservoir Recreation Area in Chester/Haddam, and Squantz Pond State Park in New Fairfield. Each location includes specific site details regarding parking, restrooms, picnic facilities, swimming areas, and annual visitor counts ranging from approximately 33,000 to 325,000 day-use visitors.

The specification sheet provides detailed information about concession area locations, required infrastructure, and available storage facilities at each park. Several locations require temporary tents or travel trailers for operations and storage, while others offer existing structures such as small sheds or former concession buildings. The document contains no information regarding pricing terms, contract duration, renewal options, funding sources, set-asides, or incumbent operators. The RFP does not identify specific evaluation criteria, estimated contract value, or delivery terms in the available documentation. Vendors are instructed to review complete solicitation documents and supporting attachments for detailed requirements and evaluation criteria not outlined in the specification sheet.
