Summary: Plans for Proposed Project - West Beach Parking Pedestrian Bridge Replacement
This document contains construction plans and specifications prepared by the Federal Highway Administration's Eastern Federal Lands Highway Division for the replacement of a flood-damaged wooden pedestrian bridge at West Beach Parking in Sandy Point National Wildlife Refuge on the Island of St. Croix, U.S. Virgin Islands. The project, designated VI ERFO FW SOP 2022-1(1) and authorized under Disaster No. VI2022-1-FWS, addresses damage from Hurricane Fiona. The bridge replacement is a 0.003-mile project with a total disturbed area of approximately 73.33 square feet. Construction will utilize Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-24, and includes design loads of 50 psf dead load and 90 psf live load for pedestrian use with a 1,600 lb uniform traffic load capacity.
The work scope encompasses removing the existing timber boardwalk, excavating for substructure, installing four helical piles, installing timber headers and rim joists with glacial stringers, installing wood-plastic composite decking, constructing backfill and grade approach ramps, and implementing erosion and sediment control measures. Key estimated quantities include four helical piles, four Type 3 barricades for temporary traffic control, 32 linear feet of silt fence, and various construction support activities including mobilization, survey and staking, third-party compensation, and contractor testing. The project includes detailed specifications for structural steel, timber materials (Southern Pine No. 2 with pressure treatment and composite components), welding standards conforming to AASHTO/AWS codes, and composite decking samples requiring 30-day pre-construction approval. The receiving waters for stormwater runoff are the West End Salt Pond or Caribbean Sea, with no new impervious surfaces created by the replacement work.
