About this file
This is Amendment No. 0001 to solicitation 693C73-26-B-000012 issued by the Federal Highway Administration's Eastern Federal Lands Highway Division for the Wooden Bridge Replacement project (VI ERFO FW SOP 2022-1(1)) at Sandy Point National Wildlife Refuge. The amendment is effective May 21, 2026, with a bid opening date of Thursday, June 4, 2026, at 2:00 p.m. EDT.
The amendment makes four primary changes to the solicitation: (1) provides revised plan sheets C01, R02, R03, and R04, changing wood-plastic composite decking thickness from 3 inches to 2 inches, deleting pay item 63701-0000 (Field Office), and updating quantities for structural timber items; (2) replaces bid schedule pages B-1 through B-2, deleting pay item 63701-0000 and updating quantities for pay items 55701-2000 (Structural Timber and Lumber, Treated: 0.320 MFBM) and 55701-3000 (Structural Timber and Lumber, Composite: 0.205 MFBM); (3) deletes Section 637 – Facilities and Services from the Special Contract Requirements; and (4) provides responses to ten frequently asked questions from potential bidders addressing decking specifications, helical pile design responsibilities, permits, material treatments, work restrictions, and testing requirements. The revised bid schedule establishes a base contract performance period of 120 calendar days with a schedule total of $4,000.00 for third-party compensation (pay item 15102-0000), with all other line items requiring unit pricing from bidders.

Questions / Clarifications:
Due to the repetitive nature of several questions and issues, the wording of questions may have been revised, and some questions have not been included.
1. Line items 55701-20 and 57701-30 have the qty of one (1) MFBM or 1,000 board feet. Based on our estimated qty do not match the proposed scope. For line item 55701-30 STRUCTURAL TIMBER AND LUMBER, COMPOSITE we estimate approximately 90.33 square feet or 271 board feet: 5’- 10 1/8” wide by 15’- 5.5” long boards 3” thick. Please confirm the qty and unit for these line items?
Response: Quantity values have been updated for pay items 55701-2000 and 55701-3000.
Refer to revised Bid Schedule.
2. The projects proposed 3"x 6" wood -plastic composite decking does not seem to be a size available from manufactures. Do you have a specific manufacturer that can provide the proposed size of composite wood? If not can an alternate 2”x 6” decking be acceptable?
Response: Wood-plastic composite decking has been updated from 3”x6” to 2”x6”.
3. Please confirm the helical pile requirements, including pile size, depth, capacity, torque, testing, and whether the Contractor is responsible for the pile design.
Response: The Contractor is responsible for the pile design, see Subsection 573.03 and Sheet R05.
4. Please confirm which permits the Contractor must obtain, including DPNR Federal Consistency review, and whether permit fees/review time should be included in the bid.
Response: Refer to Subsection 107.01 of the Special Contract Requirement for permit information. The CZM approval should meet the repair/maintenance waiver, which is available on DPNR's website. The project is expected to meet the conditions for a non-notifying NWP 3(a) - Maintenance under Section 404 of the Clean Water Act. Pay Item 15102-0000 (THIRD-PARTY COMPSENSATION) has been added to cover permits fees.
Include in schedule total.
5. Please confirm what must be removed under the timber boardwalk removal item, including temporary bridge, old damaged components, foundations/piles, and debris.
Response: Remove the existing superstructure, any existing elements that conflict with the installation of the helical piles. Please refer to Subsections 203.01 and 203.05 for more details.
Info Page 2 of 3
6. Please confirm the required composite decking product, size, color/finish, fastening method, and approval requirements.
Response: Submit composite decking samples to CO for approval and install according to Section 557, as noted on R01. See Subsections 557.07, 716.04, and 716.05 for additional information.
7. Please confirm the required treated lumber, preservative treatment, hardware, bolts, screws, and coating requirements for the coastal environment.
Response: Provide timber pressure treated in accordance with AWPA Standard U1, use category UC4C, as noted on R01. See the structural steel materials Section on Sheet R01 for information related to hardware and connection material information. See Subsections 557.06, 557.07, and 716.05 for more details.
8. Please confirm all work restrictions, including work hours, weekend work, refuge access, beach/public access, wildlife restrictions, and blackout dates.
Response: Please refer to Subsection 108.01 of the Special Contract Requirements.
9. For line item “A1060 Contractor Testing – LPSM ALL,” could you please clarify what type of testing should be included in our bid? We would appreciate any additional information or specifications regarding the required testing scope.
Response: Refer to Section 154 of FP-24 for Contracting Sampling and Testing requirements.
10. For line item “A1240 Field Office – EACH 1,” could you please provide guidance on the expected size and type of field office to include in our bid? Are there any special requirements for the field office, and is one required given the overall size and scope of the project?
