Document Summary
This file contains construction plans for the replacement of Brewers Bridge (Structure No. 1511-005) spanning the South Branch of Metedeconk River in Jackson Township, Ocean County, New Jersey. The project scope involves demolition of the existing 45-foot single-span concrete and timber bridge built in 1974 and construction of a new 53-foot single-span bridge utilizing precast/prestressed adjacent slab beams with an 8-inch reinforced concrete deck. The new structure will feature a 40-foot cartway width with two 12-foot travel lanes, two 8-foot shoulders, and 6-foot minimum sidewalks on each side, supported by cast-in-place reinforced concrete stub abutments on piles with permanent steel sheeting for wingwalls and scour protection. The project also includes approach roadway reconstruction, new drainage infrastructure, stream bottom armoring, and MASH-compliant guide rail systems. Construction must maintain single-lane alternating traffic flow using temporary traffic signals while preserving pedestrian access. Sealed bids were due October 20, 2026, with a contract completion timeframe of 570 calendar days and liquidated damages of $1,250 per day for failure to achieve substantial completion and $750 per day for final completion.
The project is wholly state-funded under N.J.S.A. 27:1B-21.6, and contractors must comply with prevailing wage rates established by the New Jersey Department of Labor and Workforce Development along with mandatory equal employment opportunity and affirmative action requirements. Performance and Payment Bonds are required, along with comprehensive general liability insurance with minimum limits of $1 million per occurrence and aggregate excess/umbrella coverage of $10 million. All materials must comply with United States sourcing requirements per N.J.S.A. 40A:11-18 with certificates of compliance required for all deliveries. Bidders were required to submit proposals electronically through the County's OpenGov Electronic Bid Portal with a proposal guarantee of 10 percent of the total bid amount not to exceed $20,000 and acknowledge all addenda prior to bid opening. Work may not commence until all environmental permits are received and a Notice to Proceed is issued, with easement availability for certain parcels anticipated in January 2027.
