About this file
This document is a detailed engineering and construction plan set for the West Virginia Department of Environmental Protection's Office of Abandoned Mine Lands and Reclamation, specifically the Carbondale (Hill) Portals Phase II project located in Fayette County, West Virginia. The project involves comprehensive mine portal reclamation, including wet mine seals, road crossings, erosion control, and site rehabilitation across multiple locations. The plan includes detailed specifications for eleven different wet mine seal locations, access road construction from 0+00 to 5+40, sediment control measures, and comprehensive site restoration strategies. The documents are dated May 22, 2024, and provide extensive technical drawings, geological assessments, and construction methodologies for sealing and stabilizing abandoned mine portals.
The project involves multiple bid line items with varying quantities, including mobilization, site preparation, road rehabilitation, pipe installation, silt fence deployment, revegetation, and sediment management. Bid items are priced per unit or lump sum, with specific constraints on percentages for certain activities (e.g., mobilization not to exceed 5% of total project cost). The technical specifications include precise details on stone placement, pipe installation, channel construction, and environmental control measures. Geotechnical investigations have been conducted, with drill hole logs revealing complex geological strata including sandstone, coal seams, shale, and clay layers. The project appears to be funded through the West Virginia Department of Environmental Protection's Abandoned Mine Lands program, with a focus on environmental remediation and site stabilization.

FIELD DESCRIPTION
Initial surveying and reconnaissance of the AML/EOI Carbondale (Hill) Portals Phase II was performed by WV DEP personnel and Mead and Hunt, Inc.
Potential mine portals were identified and location surveyed. Aerial base mapping, by Kucera International, Inc, has been provided for the project.
Additional conventional surveying methods by New River Engineers, Inc.
(NREI) located other drainage features not identified on the base mapping and other relevant features. NGE Environmental & Geotechnical Engineering Solutions performed geotechnical drilling for the subject project.
NREI prepared design given above conditions.

Notes:
1. 'X' Dimension as Detailed by the Specifications, for Sediment Control the
Maximum Height of the Rock Check Dam is 3 Feet. However, Rock Check
Dams can be Constructed in Smaller Ditches. The Center of the Rock Check
Dam shall be 6 Inches Lower than the Outer Edges as Shown.
2. Rock Check Dams Are Normally Installed in Existing Drains and the Top Cross
Section of the Dam should have a Level Center Section the same Width as the
Existing Channel Bottom and 6 Inches Lower than the Outer Edges of the Dam.
Rock Check Dams Placed in Project Constructed Flat-Bottom Ditches shall have
Similar Dimensions.
3. The Center of Rock Check Dams Constructed in Project Constructed "Vee"
Shaped or Existing "Vee" Shaped Ditches shall be 6 Inches Lower than and
Sloped to the Outer Top Edges of the Ditch so High Flows Go Over the Top of the Dam and Not Around the Edges.
4. Rock Check Dams shall be Removed after the First Growing Season.
