DETAILED SPECIFICATIONS

The work performed through this contract consists of plowing accumulated frozen precipitation on municipal owned roads and/or parking lots within the Township of Plainsboro. Plowing services shall be on an “On-Call” basis at the sole discretion of the Director of Public Works or their designee.

The term of this contract is from the signing of this contract through April 12, 2027.

This contract may be renewed for two (2) one-year extensions for a total of three years. The renewals will be based on the Implicit Price Deflator for State and Local Government Purchases of Goods and Services, computed and published quarterly by the United States Department of Commerce, Bureau of Economic Analysis, N.J.S.A. 40A:11-2(38) and 11-15. Said renewals shall be at the sole option of the Township and the availability of funds in subsequent years’ budgets.

It is the intent of Plainsboro to obtain a contractor that shall supply all the equipment, tools, fluids, fuel and labor necessary to provide snow removal services on an “On- Call” basis.

“On-Call” is defined for this contract as being able to respond to and properly plow the designated area(s) of a Request for Plowing Services from the Director of Public Works or their designee, with the appropriate equipment and personnel.

Historically, a request is made when 3+ inches of snow is forecast and the temperature is forecast less than 32 degrees for 24 hours after the snowfall.

The contractor must be able to respond to any request within 120 minutes of receiving the call. This shall mean that all equipment and personnel shall be at Plainsboro’s Department of Public Works, 20 Woodland Drive, within 120 minutes of receiving the Request.

The contractor must continue plowing with their equipment and personnel in Plainsboro, within their designated plowing area(s), until officially relieved of their responsibilities by the Director of Public Works or their designee.

All equipment shall be furnished in complete working order, fitted with all safety standards required by the New Jersey Department of Transportation (NJDOT) and an experienced, licensed driver. The driver shall hold the required Drivers/Operators License associated with their assigned vehicle. All vehicles and equipment requiring a Commercial Driver’s License (CDL) shall have a driver with a valid CDL and required endorsements.

The Contractor shall be responsible for the proper working of their trucks and all of its components, fluids and fuel. This includes but is not limited to the vehicle, plow, plow frame and all the components for the plow to work properly during plowing operations.

The Contractor is responsible for their drivers’ food and rest periods. Plainsboro is not responsible to provide the Contractor’s employees food, drink or a place to rest.

Time for meals and rest periods are not billable to Plainsboro Township.

On-Call Request

As specified above, an “On-Call” is defined for this contract as being able to respond to and properly plow the designated area(s) of a Request for Plowing Services from the Director of Public Works or their designee, with the appropriate equipment and personnel.

All requests shall be issued by the Director of Public Works or their designee by telephone. The contractor shall provide at least two (2) names and phone numbers as contacts for the Request. Within 120 minutes of receiving the Request the contractor shall provide the requested vehicles, equipment, tools and personnel to Plainsboro’s Department of Public Works for plowing services.

The Director of Public Works or their designee shall request specific equipment for each “On-Call” Request.

The “On-Call” Request shall not be considered complete until the Director of Public Works or their designee relieves the contractor of their responsibilities.

PLOWING SECTION(S)

A plowing section, or commonly referred to as a Section, for this contract, shall consist of the roads or areas assigned to the Contractor by the Director of Public Works or their designee.

Upon arrival to Plainsboro’s Department of Public Works, the Contractor shall meet with the Director of Public Works or their designee and provide them with the equipment and personnel assigned to the Request.

The Contractor shall provide the Director of Public Works or their designee with the cellular number of the Contractor’s Supervisor of their crew.

The Director of Public Works or their designee shall provide the contractor with a list of roads and/or areas that shall be their designated Section for this specific Request.

The Director of Public Works or their designee reserves the right to redirect and modify vehicle/equipment and personnel assignments throughout their assignment.

This shall be simply accomplished by a phone call to the Contractor’s designated Supervisor.

PLOWING GUIDELINES

The Contractor shall plow every asphalt/concrete designated road or area from curb to curb. The road shall not be considered completely plowed unless the road is plowed curb to curb.

When plowing an intersection, the contractor shall make every effort not to pile snow on the ADA curb cuts.

When plowing an intersection the contractor shall not leave snow within the intersection.

There is no plowing of snow through intersections already plowed.

While plowing cul-de-sacs the Contractor shall make every effort not to plow snow into residents’ driveways or pile snow in front of mailboxes and fire hydrants.

Plowing snow shall be completed in a systematic fashion. A new road shall not be plowed until the current road being plowed is finished; unless specifically stated by the Director of Public Works or their designee.

Plowing private driveways or any area not designated within their specified Section is strictly prohibited in this Contract and is Cause for Termination.

At the completion of the “On-Call” Request the Contractor shall supply a list of completed streets to the Director of Public Works or their designee, with the time and date plowing operations were finished for each street.

The Contractor shall receive no compensation for the time during which the vehicles/equipment fail to operate due to mechanical trouble, or absence of driver or fuel.

The Contractor shall not be permitted to adjust bid prices during the term of the contract.

The Contractor is guaranteed a minimum of three (3) hours for every “On-Call” Request, for each requested vehicle/equipment.
