PJKK Courtyard Inflation Reduction Act Project, Solicitation 47PK0124R0017, Amendment 04
Government answers in red.
Question 1: Is there a requirement to waterproof the whole courtyard?
Answer 1: Yes, new waterproofing is required throughout the plaza including for the fountain, and the design proposal should address how the new waterproofing would tie-in to existing courtyard perimeter boundary. Note that the waterproofing at the planters extending down to the basement will remain as-is.
Question 2: What is the required slope of the new courtyard after construction?
Answer 2: The parking garage is considered "occupied space." Accordingly, as stated in the P-100 the finished slope must be 1/4” = 1’-0”.
Question 3: Does the new paver pattern and color need to match the original installation?
Answer 3: As stated on page 48 of the Statement of Work dated, Aug. 19, 2024, "New courtyard paver design (shape, dimension, and color) must be consistent with the original historic courtyard paver design..."
Question 4: Does the refurbished fountain need to be functional as a fountain after construction?
Answer 4: No, this is not a requirement.
Question 5: Does emergency exit access through the Courtyard need to be maintained during construction?
Answer 5: Yes, Contractor to verify Courthouse and Federal Office Building exit locations that pass through the Courtyard and must maintain emergency egress path during construction.
Question 6: Is it possible for members of our design team to make an additional visit to the courtyard?
Answer 6: Yes, the courtyard is open to the public during regular business hours, after you go through security at the building entrance. No appointment is needed. No escort is provided, however, please provide three business days notice and number of people, so we can alert security guards of your activities.
Question 7: Are the as-builts available in CAD and can these be provided?
Answer 7: Yes, they are included in this Amendment 04. The Government does not guarantee their accuracy, and the Contractor shall field verify.
Question 8: There are a few different options we could propose for the design and construction of this project. How should we qualify the price differences for each option? Should we note in our technical the price effect each option will have?
Answer 8: The technical proposal should include only one design concept proposal, and one price each for the base scope of work and options. Do not provide alternative design or pricing options.
The Government may or may not hold discussions with Offerors after receipt of proposals. The Government may make an award from the initial proposals. The proposal must be clear what the design solution is that is being proposed. Pricing must also be clear to allow for a firm-fixed price award, possibly without discussions.
Question 9: How many on-site individuals are required during construction? The solicitation documents give a list of the required personnel, but states that a single individual can be assigned more than one responsibility. Can one individual serve as the Superintendent, QC Manager, and Safety Officer if they hold all the required certs and have the required experience?
Answer 9: There is no specific minimum number of on-site individuals required during construction.
The Contractor shall staff the project adequately to perform the scope of work and meet the contract requirements. Yes, one individual may serve as the Superintendent, QC Manager, and Safety Officer if they meet all the required qualifications for all of those positions.
Question 10: We do not see anywhere in the solicitation where it describes formatting instructions for our proposal. Things such as font size and page limits are missing. Is there a page limit for our proposal?
Answer 10: There is no page limit for the proposal as a whole, nor individual sections. However, any content provided in a proposal which is not requested by the RFP will be disregarded and not evaluated. Narrative sections shall be formatted as on an 8.5 x 11 inch page, and drawings and graphics shall be formatted as on a 11 x 17 inch page. 12 point font is required. All content submitted shall be legible, and easy to navigate by section. Technical and price proposals shall be submitted as separate documents.
Question 11: Does emergency exit access through the Courtyard need to be maintained during construction?
Answer 11: Yes, Contractor to verify Courthouse and Federal Office Building exit locations that pass through the Courtyard and must maintain emergency egress path during construction.
