About this file

This document is an amendment to a Request for Proposals (RFP) for a design-build contract for the Prince Jonah Kūhiō Kalanianaʻole (PJKK) Courtyard Inflation Reduction Act Waterproofing and Concrete Replacement project in Honolulu, Hawaii. The amendment provides answers to three RFIs, issues a revised solicitation dated 10/17/2024 with changes highlighted, and includes a model of the existing fountain that was developed. The project requires a complete waterproofing solution to eliminate leaks in the courtyard and basement, as well as improvements to the courtyard's exterior lighting, drainage, and irrigation. The contract will be a Firm Fixed Price (FFP) and includes options for a subsurface infiltration system, playground shade structure, and art restoration. This is a full and open competition, not restricted to small businesses, and the procurement is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The Inflation Reduction Act requires the use of low embodied carbon materials, and suppliers and manufacturers are invited to submit expressions of interest for providing these materials.

PJKK Courtyard Inflation Reduction Act Project, Solicitation 47PK0124R0017, Amendment 03

Government answers in red.

Question 01: Section V in the Design-Build SOW indicates that a three-dimensional model of the existing fountain was developed by Sam O. Hirota to allow future recasting of the concrete elements. Please provide the model file as this would help develop the cost for potential recasting.

Answer 01: The three-dimensional model is being issued through this Amendment 03, available in the Google Folder for this Solicitation. If you need access to this folder, please email krista.miller@gss.gov with your firm’s UEI number and GACA or gmail address.

Question 02: Generally, design build projects with the GSA are a two-phase project. I do not see any indications of a two-step process, is that correct? To make sure on our side, this single step solicitation includes all of the steps that are within the two steps into one combined solicitation. Is that correct?

Answer 02: This design-build procurement is being conducted in one-step. It includes proposal submittal requirements, such as a concept design, which are typically included in a two-step design-build process. Generally speaking, this one-step design-build procurement condenses the typical aspects of a two-step design-build procurement into one-step.

Question 03: Establishment of EPD’s is still emerging in this market especially site/plant ie Facility specific Type III EPDs. If EPDs from HD&C LLC and Island-Ready Mix Concrete, Inc. are unavailable at the time of construction submittal, will a Product Type III EPDs industry-wide EPD prepared by NRMCA which includes the two plants or other participating Hawaii plants, be accepted? An example of a Product Type III EPD from NRMCA is attached.

Answer 03: Industry-Wide EPD's as documentation of Low Embodied Concrete compliance are not acceptable for this procurement. Product-specific EPD's are required for this project.
