Background The Customs and Border Protection (CBP) for the Swanton Sector is installing an electrical service for a Relocatable Tower (RT) located at 45.015441, -72.700404 (Richmond, VT). The RT is expected to be deployed in November 2022. The electrical service needs to be installed prior to the start of deployment of the RT.

2.0 Scope

The contractor must provide all labor, tools, material, transportation, inspections, and any other incidentals required to install the electrical infrastructure needed for the RT.

The intent of the SOW is to define the electrical installation, installation of the electrical H-Frame and removal of all trees and shrubs as described in this SOW. This SOW does not encompass the fixed tower construction. This is a new electrical service for the RT.

3.0 Requirements

Contractor must install infrastructure required to support the deployment of a RT. The contractor must follow all rules and regulations required by Vermont Electrical Corporation (VEC). If instructions from this SOW contradicts the rules and regulations of VEC, the contractor must follow the rules and regulations of VEC. These requirements will refer back to the construction drawings, “Appendix A_Construction Drawings_SWB-RIB-002B_30PCT_PINNACLE B_ELECTRICAL_REVISION_A.pdf”. Note: In this drawing set FAA/Others refers to the Vendor in this solicitation.

3.1 Removal of Trees and Shrubs.

• Remove all trees and shrubs as defined in sheet SWB-RIB-002B-C003. Follow guidelines on sheet SWB-RIB-001-G003, notes “Clearing and Grubbing”.

• All debris from clearing must be removed from the facility and disposed of in accordance with local regulations.

3.2 Install new secondary service from the VEC utility transformer located on the North side of the Pinnacle Hill Port of Entry, see sheet SWB-RIB-002B-G004.

• Install a Stub Pole for the electrical meter to the north of the VEC utility transformer.

• Install the secondary service underground from the meter to the location of the H-Frame. Utilize the Primary Conduit guidelines for the underground infrastructure.

• Terminate the secondary service into the H-frame in accordance with sheet

SWB-NVB-001-E603.

3.3 Install the H-Frame and all equipment as described in sheet SWB-NVB-001-E601 and

SWB-NVB-001-E603.

• References to equipment external to the H-frame should not be constructed.

• The meter will not be mounted on the H-frame, it will be mounted north of the Port of Entry on a stub pole.

• Underground conduit from the breaker panel will not be installed, sheet SWB-

NVB-001-E601.

• The UPS will not be installed during this installation, sheet SWB-NVB-001- E601.

3.4 Install underground conduit for the Fiber connection.

• Install 1” conduit between the nearest vault located to the west of the H-frame to within five feet of the H-Frame. Camera pole to the west of the RT has an underground conduit with vault periodically placed. This conduit runs between the camera pole and the POE. The conduit run will be between 100’ and 125’ to the vault.

• Stub the conduit near the H-Frame two feet above ground level. Seal the stub.

4.0 Schedule

The contractor must perform the work describe in this SOW as soon as practical, based on ground conditions, after the contract has been awarded.
