About this file

This document is a Questions and Answers addendum #4 to a Request for Application (RFA) issued by Maryland's Center for Cancer Prevention and Control under eMMA# BPM053557 on October 15, 2025, with this Q&A document dated November 11, 2025. The RFA seeks applications from local fire departments and volunteer fire companies across Maryland to procure innovative cancer screening technologies for professional and volunteer firefighters as required by Maryland Health General Article 13-4001-13-4007. The program intends to provide multiple grants to eligible fire departments and companies to conduct advanced cancer screening tests not typically covered during routine physical examinations or by insurance.

Key clarifications provided in this Q&A addendum address application eligibility and procedural requirements. Regarding organizational representation, applicants must submit individual letters of agreement from each fire company participating in a grant application rather than a single representative letter, ensuring that every participating company has formally agreed to participation and that awarded funds are designated for identified fire companies. The document notes that Article 13-4004 requires the county in which a volunteer fire department or company is located to provide assistance with the application filing process, though the statute does not specify minimum assistance requirements or which county government entity must provide such support. The document indicates additional questions regarding test administration procedures remain partially unanswered pending further clarification on program implementation details.

Request for Application (RFA) eMMA# BPM053557

Issue Date: 10/15/2025 Vendor Questions and Answers #4

Date: 11/11/2025

1. Question:I am the President of the Dorchester County Volunteer Firefighter's Association and represent the 14 fire companies in the county. We voted at our meeting on October 6th to act on behalf of all of the companies to apply for the grant. We are not a 501 (c)3 or (c4), so the county government is applying on our behalf. I just want to ensure that a letter from the Association stating that we represent all of the companies is sufficient, rather than an individual letter from each company. Thank you for your time.

Answer: We will need a letter from each of the fire companies represented. This requirement ensures that every participating company has agreed to take part in the project and that any grant funds awarded are used solely for the fire companies identified in the application.

2. Question: Are the tests done at home? If not how the individuals undertake the screenings.

Answer: Article 13-4004 states that the county in which a volunteer fire department or volunteer fire company is located shall provide assistance to those fire companies or fire departments in filing an application for this funding. The Health General article describing the program does not provide further clarification nor any details as to the- minimum requirements of that assistance from a county, nor which part of the county government should provide the assistance.
