About this file

This is a Vendor Questions and Answers document (#3) for Request for Application (RFA) eMMA# BPM053557 issued by the Maryland Department of Health's Center for Cancer Prevention and Control to provide grants to local fire departments and volunteer fire companies. The RFA seeks applications for procuring innovative cancer screening tests for professional and volunteer firefighters as mandated by Maryland Health General Article 13-4001-13-4007. The application submission deadline is November 14, 2025, at 2:00 PM EST. A pre-application conference was held in October 2025, with presentation materials posted to eMMA on October 30, 2025. One addendum has been issued to date. Applicants must submit their applications through eMMA in two volumes, though both may be attached to a single email if submission issues arise. Letters of commitment from healthcare providers are required if they are not part of the applicant's usual fire department service.

Applicants should not include test costs in the project narrative section; instead, cost information must appear in the separate Budget and Budget Justification/Narrative document. Overtime is not an allowable personnel cost. The RFA requires documentation of verifiable information about chosen cancer screening tests, which may be submitted as footnotes, bibliographies, or reference sections rather than embedded links. Formatting of the project narrative should be consistent with the Scope of Work outline but may be presented as subsections or flowing paragraphs for readability. Vendors not selected will receive a Denial Letter with information on requesting a debriefing for future reference. No automatic continuation funding provisions exist; interested fire departments must reapply when the next RFA is issued annually.

Request for Application (RFA) eMMA# BPM053557

Issue Date: 10/15/2025 Vendor Questions and Answers #3

Date: 11/07/2025

1. Question: Is an MOU or letter of commitment from the health care provider required to be submitted with the application?

Answer: A letter of commitment from the healthcare provider(s) who will be part of the team if they are not part of your usual fire department service.

2. Question: Is overtime (administrative or otherwise) an allowable personnel cost?

Answer: Overtime is not an allowable personnel cost.

3. Question: Will there be an opportunity to apply for continuation funding in the future?

Answer: There are no provisions at this time for automatic continuation of funding for fire departments who have previously been awarded a grant. The Maryland law governing this Program requires that MDH issue a request for applications each year and fire departments interested in repeat screening projects for their fire departments can apply when the next RFA is issued.

4. Question: For the web links (verifiable sources – Section 3.2.1.2) that are required – should these be included in the narrative as foot notes, or listed in a separate section following the format of the application’s outline?

Answer: Documentation of verifiable information about the chosen cancer screening tests (see Section 3.2.1.2) does not have to be in the form of links in the document.

These can be references that are footnoted or can be in a bibliography or reference, if preferred. If links are used, applicants should ensure they are working links and those links can be footnoted or in a bibliography or reference section after the narrative.

5. Question: Should the formatting of the overall project narrative be consistent with the formatting of the application’s Scope of Work outline?

For example, should we break up our responses into sub-sections of a., b., c… as listed in the application. Or, may we address those points within one larger response?

Answer: Applicants should format the overall project narrative consistent with the Scope of Work. The responses can be either in subsections that directly correspond to the lettered or numbered subsections or the flow of the language can be in paragraphs for ease of reading, if desired.

6. Question: If we are not selected, will we have the opportunity to request feedback/evaluation information for future reference?

Answer: Yes, once a vendor is not selected, they will receive a Denial Letter. This letter includes information indicating that vendors may request a Debriefing by contacting the email address provided in the letter.

7. Question: When submitting the subject RFA application via email, can Volume 1 and Volume 2 be attached in one email as separate documents or do they have to be transmitted in two separate emails?

Answer: We encourage all vendors to submit their application via eMMA, as all vendors must be registered in eMMA. In the event you encounter an issue, you can send your application/proposal via email (that's noted in the RFA). It is best to send/attach both Volume I and II in one email.

8. Question: Is there any submission deadline planned or under consideration?

Answer: The deadline to submit your applications/proposals is 11/14/2025 at 2:00pm

EST.

9. Question: How many revisions or addendums have been issued?

Answer: There has been 1 Addendum posted to eMMA for PHPA 3661.

10. Question: Is the PowerPoint presented at the October kick-off meeting available?

Answer: The PowerPoint from the pre-application meeting and Q/A was posted on to eMMA 10/30/2025 under PHPA 3661 and titled "Q/A#2 and Pre-Application Conference Presentation". It is currently available for your viewing.

11. Question: Is there a FAQ document available.

Answer: There is not yet an FAQ document available.

12. Question: The RFA instructs us to include the cost of the test within the Scope of Work (in section 3.2.1.1.e / pg 9) but also advises us not to include pricing information in the project narrative section (in section 4.3 / pg 15).

Should we include the cost of the test in the scope of work portion of the project narrative?

Answer: Section 3.2.1.1 directs the Applicant to include the cost of the test to be used in the application, but that cost information should not appear in the Project Narrative (which includes the Scope of Work). It should appear in the separate Budget and Budget Justification/Narrative document. as instructed in Section 4--Application Format.
