About this file

This file is Amendment 0003 to the PHMSA-26HM-BAA Broad Agency Announcement, providing clarifications to vendor inquiries through Questions 14-18. The amendment addresses key submission requirements including: (1) Taxpayer Identification Numbers may be excluded from white paper submissions if already listed in the offeror's SAM.gov profile; (2) white papers need not name subcontractors or consultants if the offeror possesses necessary expertise internally, and such absence will not render submissions incomplete; (3) travel costs for kickoff, midpoint, and final technical briefings are optional and not required to be included in Phase I cost estimates; (4) white papers must adhere to the five specified components (cover page, summary page, technical concept, expected outcomes and impacts, cost estimate) within established page limitations, though the Government does not pre-approve additional sections; and (5) prospective offerors should review Section IV of the full BAA solicitation to ensure their proposed research aligns with stated mission and objectives for the relevant topic area, with each white paper evaluated independently on its own merits.

The underlying PHMSA-26HM-BAA solicitation seeks innovative research proposals addressing hazardous materials transportation safety across five core topic areas: Efficient Safety Standards (26HM-ESS), Safe Energy Storage Technologies (26HM-SST), Innovative Packaging (26HM-IPG), Risk Reduction for Emergency Response (26HM-RER), and Hazardous Materials Rail Transportation Safety (26HM-RTS). The two-phase selection process begins with Phase I white paper submissions and proceeds to Phase II invited full proposals. Award contracts will be procurement contracts (Firm-Fixed-Price or Cost-Reimbursement) up to $2,000,000 with performance periods up to 36 months. The Phase I white paper due date is November 18, 2026, per Amendment 01.

AMENDMENT 0003 - Summary of Changes

The following changes are incorporated into solicitation PHMSA-26HM-BAA via Amendment 0003:

1. PURPOSE OF AMENDMENT

The purpose of this Amendment 0003 is to incorporate additional responses to inquiries concerning the solicitation as a continuation of questions 1 through 13 under Amendment 0002.

2. QUESTIONS AND ANSWERS (Q&A)

Question 14: Taxpayer Identification Number

· Inquiry: Taxpayer Identification Number on the cover page (Section VII.C). Security best practice discourages sending a Taxpayer Identification Number by email, and an offeror's TIN is already validated in its SAM.gov registration under its Unique Entity ID. If the cover page gives the UEI and states that the TIN is on file in SAM.gov, is the white paper complete under Section VII.C? If PHMSA requires the number itself, may the offeror provide it on request by a means the Contracting Officer designates, rather than in the emailed white paper?

· PHMSA Response: If the Offeror’s TIN is already listed in their SAM.gov profile, then it may be excluded from their White Paper submission.

Question 15: Experts and Team composition

· Inquiry: Experts and team composition. Are experts, or personnel with a particular credential or background, required to be involved for a white paper to be competitive? Will a white paper that names no subcontractors or consultants be treated as incomplete under the Experience, Qualifications and Facilities factor for that reason alone?

· PHMSA Response: If an offeror possesses the necessary expertise, qualifications, and personnel within its own organization and does not require subcontractors or consultants to perform the proposed research, the absence of named subcontractors or consultants will not, by itself, render the white paper incomplete. All white papers will be evaluated under the established solicitation criteria, including the Experience, Qualifications, and Facilities factor.

Question 16: Travel

· Inquiry: Briefing travel (Section IV.D). Must the Phase I cost estimate include travel for the kickoff, midpoint and final technical briefings, or may an offeror propose those briefings without travel?

· PHMSA Response: The offeror is not required to travel for the kickoff, midpoint, and final technical briefing.

Question 17: Components of White Paper

· Inquiry: Material beyond the listed components. Section VII.C lists five components (cover page, summary page, technical concept, expected outcomes and impacts, cost estimate). If those components stay within their individual limits and the file stays within nine pages, may a white paper also include a short administrative section, such as a request for feedback if not selected and standard offeror terms?

· PHMSA Response: Section VII.C of the BAA solicitation identifies the required components and formatting requirements for white paper submissions. Offerors should ensure their submissions adhere to the specified structure, content requirements, and applicable page limitations.

While offerors may determine how best to present information within the established requirements, the Government does not provide advance approval of additional sections or offeror-specific terms outside the solicitation process.

All white papers will be reviewed in accordance with the published solicitation requirements and evaluation criteria.

Question 18: Research Topic Scope: Responder Safety

· Inquiry: We propose studying a narrow hazmat-response handoff: whether teams pass and acknowledge the incident information required by their response plan. The facilitator would review a timestamped decision record and compare an initial exercise with a repeat after feedback.

We would develop the study with a qualified hazmat practitioner and response partner.

Is this an appropriate research direction for 26HM-RER, or would you recommend a different route?

· PHMSA Response: As outlined in the solicitation, Topic 26HM-RER seeks innovations, technologies, data analysis, and materials to enhance emergency responder safety, communication, and preparedness.

Prospective offerors are encouraged to review Section IV, Detailed Information About Research Opportunity, Part A, Mission and Objectives, of the BAA solicitation, along with the full description of the research topic area, to determine whether their proposed research aligns with the agency's stated mission, objectives, and research priorities.

While we cannot assess the suitability of individual concepts or recommend specific research approaches outside the formal evaluation process, all proposals submitted in response to the solicitation will be evaluated in accordance with the established evaluation criteria.

Each white paper will be evaluated as an independent submission, even if submitted by the same entity. Ensure each white paper contains a full, standalone justification for its technical merit, relevance, cost, and team capabilities without referencing or relying on other submitted white papers.

3. CONTINUATION OF SOLICITATION TERMS

Except as provided herein, all other terms, conditions, specifications, and submission instructions of Solicitation PHMSA-26HM-BAA (including all Amendments) remain unchanged and in full force and effect.
