About this file
This document outlines the clauses and contract requirements for the PHMSA-26HM-BAA research initiative. Contractors must submit all deliverables in electronic format to the Contracting Officer's Representative, including monthly or quarterly progress reports due within 15 calendar days of the reporting period end. Progress reports must detail work performed, delays or challenges, key milestones, planned work, Gantt charts or progress tables, and financial summaries including expensed funds, travel costs, and projected expenses compared to overall project funding.
Additional mandatory deliverables include a data management plan describing data collection types, storage and backup procedures, and assigned roles and responsibilities; a one-pager for general audiences with plain-language overview, key outcomes, potential impacts, and visuals; and milestone and final reports with specific formatting requirements. All reports require cover pages with the BAA and contract numbers, funding attribution statements, and disclosure of any artificial intelligence tools used in preparation, including the percentage of AI-generated content and purpose. Reports must include plain-language executive summaries (maximum two pages), comply with Section 508 accessibility standards, and include copyright-vetted images with proper attribution. Unless excepted, milestone and final reports must be published to DOT's Public Access repository (ROSA-P), with contractors required to provide proprietary-redacted public versions. The contract incorporates standard FAR clauses addressing system award management, contractor employee whistleblower rights, payment procedures, patent rights, and intellectual property, with final contract type (Firm-Fixed-Price or Cost-Reimbursement) determined at award.

Section I - Deliveries or Performance The Contractor must submit all required deliverables, progress reports and documents in electronic format by email, referencing the contract number, to the Contracting Officer’s Representative (COR) of the contract.
Requirements Progress Reports: The contractor must submit via email to the COR either a monthly or quarterly progress report within fifteen (15) calendar days following the end of the reporting month. The type of report is determined at the Award.
Reports must contain a description of the work performed during the performance period, any delays/challenges encountered, any key milestones, work planned for the next performance period, Gantt chart or table of progress, and a financial summary. The financial summary must include funds expensed to date, any travel during the performance period, expected expenses for the next reporting period, and comparison to the overall funding for the project. Examples of suitable report templates can be provided by the PHMSA technical POC upon request. The progress report and financial summary can be submitted as a single document.
Data Management Plan: The Contractor must develop a data management plan, a requirement under DOT’s Public Access Policy. Templates for a data management plan can be provided by PHMSA’s Technical POC upon request. The Data Management Plan must, at a minimum, describe the overall types of data to be collected, where they will be stored and backed up, and roles and responsibilities for data management. The Servicing Agency Technical POC must create an ORCID1.
Project One-Pager: The Contractor must deliver a one-pager geared towards general audiences, including a plain-language overview/abstract, key outcomes, potential impacts, and explanatory visuals/charts.
General Report Requirements
1. Milestone/Final Report Requirements
a. Cover Page
i. Must include the BAA and Contract Number
b. Funding and AI Statement Page:
i. Must include the funding statement, “Research reported in this [publication/press release] was supported by the US Department of Transportation Office of Hazardous Materials Safety within the Pipeline and Hazardous Materials Safety Administration under award number [Contract #]. The content is solely the responsibility of the authors and does not necessarily represent the official views of US DOT or PHMSA."
ii. AI Statement: Any use of AI tools (i.e. generative AI or large language model [LLM, e.g. ChatGPT]) in the preparation of the Milestone/Final Reports must be disclosed on the cover page. If AI tools were used, indicate what AI tool(s) were used, the approximate percentage of the document that was generated or assisted by AI, and briefly describe the purpose of such use (e.g., language enhancement, content generation, literature review). The Contractor remains fully responsible for verifying the accuracy, originality, and ethical integrity of all content, including AI-generated portions. U.S. DOT reserves the right to reject any deliverable that U.S. DOT determines in its sole discretion may have used AI in an unreasonable, unethical, or illegal manner.
c. Executive Summary: The report must have a plain-language executive summary (no more than two pages) describing the context of the project, overall goal, and key takeaways.
2. 508 Compliance: Reports will be 508-compliant to meet the Americans with Disabilities Act (ADA) requirements for external publication. The Contractor is responsible for running built-in accessibility checkers and ensuring compliance. The COR will reject non-compliant deliverables.
3. Proprietary Information and Public Access: Unless otherwise excepted by the COR, milestone and final deliverables that are reports must be published to DOT’s Public Access repository, ROSA-P. Therefore, if proprietary data or information is included in deliverables, milestone reports/final reports must include a “public version” copy that does not contain proprietary information. The Contractor must notify the COR if the Contractor wishes to publish any of the project work in a peer-reviewed journal.
4. Copyright: The Contractor is responsible for vetting all images and graphics will be vetted for copyright and attribution. The Contractor is responsible for obtaining appropriate permission for use of images that are not created or generated by the Contractor. The Contractor shall provide sources and attribution information for images that are not created or generated by the Contractor.
