About this file

This document outlines Phase I Written Evaluation Criteria for a down-select process leading to oral evaluations for a federal contract opportunity.

Criterion 1: Corporate Experience (FMS Training Delivery) is a PASS/FAIL gate requirement. Offerors must demonstrate corporate experience designing, maintaining, and delivering training curriculum specifically focused on Foreign Military Sales (FMS) case development, execution, management, and closure for a 2-Star Enterprise at an advanced/expert level with enterprise-level policies and procedures knowledge. To PASS, offerors must submit at least two distinct references within the past five years demonstrating successful delivery of FMS-specific training to Department of War (DoW) or military entities using their own organic, in-house instructional staff. Offerors who FAIL this criterion—due to lacking direct FMS training experience, relying entirely on subcontractors, or possessing only general security cooperation/assistance experience—are immediately excluded from Phase II Orals.

Criterion 2: Key Personnel Qualifications is rated as PASS/FAIL. Offerors must submit resumes not exceeding two pages for a Product Developer/Senior Instructor Subject Matter Expert (SME) position requiring either a Bachelor's degree or 8 years of military Security Assistance experience, plus 15 or more years in security assistance and FMS. The Technical Evaluation Board will verify that the proposed LMS Administrator has documented, hands-on experience configuring and administering Blackboard, and that FMS instructors possess sufficient depth of experience to facilitate complex FMS questions without relying solely on slide decks.

Criterion 3: LMS Technical Capability & Transition Strategy is rated as PASS/FAIL. Offerors must demonstrate technical capability to host and maintain a secure, GovCloud-capable, Controlled Unclassified Information (CUI) online Learning Management System (LMS) supporting up to 3,000 students. Bidders must outline a technically sound approach to operating and configuring Blackboard in compliance with Army cybersecurity and Information Assurance policies, as well as a transition methodology for extracting and transferring historical student records, course shells, and LMS structural data (per CDRL A005) to a Government-owned LMS at contract end, ensuring no proprietary vendor lock-in.
