About this file

This document contains a request for qualifications for a design-build contract. The General Services Administration is seeking qualifications from offerors for the design and construction of approximately 55,294 gross square feet of office space on the Denver Federal Center campus in Lakewood, Colorado. The project involves renovating and consolidating Buildings 40 and 1A for use by the Bureau of Land Management Colorado State Office. The estimated total design-build cost is between $10-20 million with occupancy planned for 2022.

The solicitation will proceed in two phases, with the contracting officer selecting up to three highly qualified offerors from Phase 1 to advance to Phase 2. Phase 1 submissions are due by May 14, 2020 with the shortlist to be announced on beta.sam.gov. Phase 2 will require both technical and price proposals evaluated separately per FAR Part 15. Non-selected Phase 2 offerors will receive a stipend for their technical proposals. The resulting contract will be a firm-fixed price design-build contract awarded to a single small business offeror.
