About this file

This amendment provides answers to questions received in response to a Phase 1 request for qualifications solicitation. The solicitation seeks design-build services for renovations to Buildings 40 and 1A of approximately 55,294 gross square feet for the Bureau of Land Management Colorado State Office consolidation project. The General Services Administration will award a firm-fixed-price contract.

The amendment answers seventeen questions, lowers the required bonding capacity from $20 million to $15 million per project, and requires teaming arrangement offerors to submit their agreement. Offerors must submit past performance questionnaires directly to references rather than including them in proposals. The submission deadline remains May 14, 2020 for the three short-listed offerors to be selected for Phase 2. A $25,000 stipend will be provided to unsuccessful Phase 2 offerors. The estimated value is between $10-20 million and work must meet LEED Gold requirements.

Amendment 0001 – D-B Building 40 & 1A BLM COSO Consolidation Project – 47PJ0020R0043 Page 2

Amendment 0001, April 29, 2020

Continuation of Block 14 of Standard Form 30

Solicitation 47PJ0020R0043 – D-B Services for the Building 40 & 1A BLM, COSO Consolidation Project

Amendment 0001 is issued to provide answers to questions received in writing in response to the Phase I request for qualifications and to include associated changes to the Solicitation document.

1. Answers to questions are provided as follows:

Question 1: The “Phase 1 – Solicitation” document states on page 6 of 15, II.D Other Requirements “(2) Proof of Bonding to

$20,000,000.” Then on page 12 of 15 of the same document VI.A Evaluation of Phase 1 Proposals, “Proof of bonding capacity of $20 million per project.” Finally page 13 of 15 of the same document VI.G Non-Price Factors states “Proof of Bonding Capacity of $20 Million.” Can the Government please confirm that the proof of bonding capacity must be $20M per project or $20M for a single project, NOT $20M bonding capacity in aggregate?

Answer 1: The proof of bonding capacity is per project (not aggregate). In addition, please note that the proof of bonding capacity has been changed from $20 million per project to $15 million per project as shown in section 2 below.

Question 2: Can the Government confirm that the proof of bonding capacity must be provided by the prime contractor?

Answer 2: Yes, the proof of bonding capacity (as well as the bond), must be provided by the prime contractor in accordance with FAR 52.228-15, “the Contractor shall furnish all executed bonds”.

Question 3: In 1 – Phase 1 – Solicitation, under II.C Technical Proposal, (2) Proof of Bonding to $20,000,000, is a bonding capacity letter sufficient for this requirement?

Answer 3: Yes. A letter, which meets the minimum bonding requirement, from the Offeror’s surety company is sufficient.

Question 4: Would the Government consider allowing for previously completed PPQs and/or CPARS from Federal clients to be accepted and submitted with our proposal? Getting new PPQs for our projects presents 2 challenges. First, many of our Federal clients one they have completed a final PPQ and or CPAR are reluctant to complete the other PPQs as they have already provided the information. Second, with projects dating back 10 years many of the people associated with the project have moved on or in some cases retired. Finding current contacts who still have knowledge of a project from 10 years ago is proving difficult, however we have final PPQs and CPARs on file that were completed in timely fashion upon those project's completion and would provide a more accurate picture of our performance on the project.

Answer 4: No. For each Offeror reference, for each Similar Project, the Offeror shall complete Section 1 and distribute the Past

Performance Questionnaire (Attachment 1 for GCs, Attachment 2 for A/Es) to each Reference for completion. The

References shall email the completed Past Performance Questionnaire to Rhonda Widick, Contracting Officer at rhonda.widick@gsa.gov and Andrew Hunsicker, Contract Specialist at andrew.hunsicker@gsa.gov not later than

10:00 AM Mountain Time, May 14, 2020. The subject line should contain the solicitation number and the name of the offeror. Completion questionnaires within the Offeror proposal will not be accepted. While the Government may elect to consider data from any source, the burden of providing detailed, current, accurate, and complete past performance information by the deadline for initial submissions rests with the Offeror and its evaluator/reference.

GSA may also contact and question the past performance references directly.

Information specific to the Similar Project is requested within the Past Performance Questionnaire. This information must be confirmed by the Reference. CPARs evaluations do not allow the Government to properly confirm the project is a Similar Project.

Question 5: In 1 - Phase 1 - Solicitation, under II.E Requirements of Joint Venture Offerors and II.F Requirements of Mentor

Protégé Offerors, request fully executed copies of their respective agreements. However, under Teaming

Arrangements it does not request a copy of the executed teaming arrangement. We would like to request that the teaming arrangement be included in the proposal as is requested for Mentor Protégé and Joint Venture arrangements.

Furthermore, this teaming arrangement can outline "Offerors submitting experience information of a teaming arrangement affiliate shall describe what involvement the teaming affiliate will have specific to the requirements of

Amendment 0001 – D-B Building 40 & 1A BLM COSO Consolidation Project – 47PJ0020R0043 Page 3 this project and demonstrate an affiliate's commitment to the project" as listed under Factor 1: Experience of the

General Contractor or A/E.

Answer 5: The solicitation (1 - Phase 1 - Solicitation) has been amended to include the following language at II.G, Requirements of Contractor Teaming Arrangement Offerors, "all initial offers submitted by contractor teaming arrangement offerors must include a copy of the teaming arrangement which fully discloses the legal identify of each member of the teaming arrangement, the relationship between the members, the form of ownership of each member, and any limitations on liability for each member."

Question 6: Can the prime offeror use a Similar Project where they were a major subcontractor and/or the offeror's Project

Executive held a lead role on the project while with another firm?

Answer 6: Evaluation Factor 1: Experience of the General Contractor and A/E considers the extent of the past experience of the

Offeror's proposed General Contractor and A/E members of the Offeror's design-build team. For purpose of this evaluation factor, the term General Contractor is defined as an individual, firm, partnership, corporation, association, or other legal entity permitted by law whose main responsibility is for the construction, improvement or renovation project under contract. The term A/E is defined as an individual, firm, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture and engineering that will have the responsibility for developing complete, detailed design and construction documents. If the Offeror is neither the proposed General Contractor nor the A/E for this procurement, then this factor considers the past experience of the

Offeror's proposed General Contractor and A/E. if the Offeror is a joint venture, mentor protégé, or consists of a teaming arrangement, the individual experience of each individual party may be considered. Without detailed information on the Project Executive (assuming construction PE), this question is answered generally, the term

General Contractor is defined as an individual, firm, partnership, corporation, association or other legal entity permitted by law whose main responsibility is for construction, improvement or renovation project under contract.

IF the Project Executive had the main responsibility for construction improvement or renovation under the contract and the offeror adequately demonstrates that the Project Executive had the main responsibility for construction, improvement or renovation, the Similar Project may be considered assuming it meets all parts of the Similar Project definition.

Question 7: What is the stipend amount to be issued to unsuccessful teams?

Answer 7: Approximately $25,000 is available for each Phase II unsuccessful offeror

Question 8: Are there any LEED requirements?

Answer 8: Yes, the Contractor shall design the project to achieve, at a minimum, a Leadership in Energy and Environmental

Design (LEED) Version 4 Gold rating. Please refer to the technical documents provided via the solicitation for the required full scope of services.

Question 9: Will the project be LEED certified?

Answer 9: Yes, the Contractor shall design the project to achieve, at a minimum, a Leadership in Energy and Environmental

Design (LEED) Version 4 Gold rating. Please refer to the technical documents provided via the solicitation for the

Question 13: Is the exterior of the building being touched?

Amendment 0001 – D-B Building 40 & 1A BLM COSO Consolidation Project – 47PJ0020R0043 Page 4

Answer 13: Yes, limited exterior work is required. Please refer to the technical documents provided via the solicitation for the

Question 14: Will the building 40 work include sitework, facade work, and structural engineering work?

Answer 14: Please refer to the technical documents provided via the solicitation for the required full scope of services.

Question 15: Will the new technology systems of building fall under the General Contractor's scope of work or will these systems be solicited at a later date? Examples; public address, video conferencing, Wi-Fi, CCTV, structured cabling.

Answer 15: Offeror's should assume, unless specifically required by the statement of work, that all technology systems will be provided through a separate order outside of the Design-Build contract.

Question 16: Has programming been completed or will this be included in the design?

Answer 16: Programming is required during design.

Question 17: Are there known hazardous materials in the building?

Answer 17: There is a potential for hazardous materials in the buildings. The successful offeror will be required to complete an asbestos Pre-Alteration Assessment as well as a Lead Pre-Alteration Assessment prior to demolition/construction.
