About this file

The document is a comprehensive Pharmacy Benefit Management (PBM) Request for Proposal (RFP) #4117RC issued by the School Board of Marion County, Florida, seeking a new PBM services provider. The RFP solicits proposals for a three-year contract from January 1, 2026, through December 31, 2028, with potential renewal options for up to three additional one-year periods. Proposing vendors must meet stringent qualifications, including a minimum of 10 years in business, PBM licensing in all 50 states, and experience managing at least 5 million covered prescription lives. Electronic proposals are due by 2:00 PM on March 12, 2025, through VendorLink, with mandatory submission of two Excel workbooks: the Pharmacy RFP Workbook and the PBM RFP Drug Formulary Disruption Workbook.

The RFP employs a comprehensive evaluation process scoring proposals across multiple criteria, including cost (35 points), ability to meet district needs (25 points), and various other factors totaling 100 possible points. Financial requirements mandate 100% rebate pass-through to the School Board and include detailed specifications for pass-through pricing, discount guarantees, dispensing fees, and rebate structures across retail, mail, and specialty drug channels. Vendors must provide extensive performance guarantees with financial penalties for non-compliance, covering implementation satisfaction, account management, member services, turnaround times, and reporting accuracy. The district reserves the right to negotiate with the highest-rated proposer and may award to multiple proposers or reject all proposals, with the primary objectives of optimizing prescription drug benefits, reducing costs, and improving health outcomes for members.
