Methodology & Evaluation Criteria Adjectival Ratings
The Government will award a Firm Fixed Price Contract resulting from Solicitation No.
95332A22R00008 on the basis of best value tradeoff process utilizing an adjectival rating methodology as described below. The Government intends to issue a single award as a result of the solicitation issuance to the responsible vendor whose offer conforms to the solicitation requirements and is considered the best value in meeting the requirement need as stated in the Statement of Work (SOW), price and other factors considered. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The Government reserves the right to conduct tradeoffs among cost or price and non-cost factors and to accept other than the lowest priced proposal. The vendor with the highest adjectival ratings across non-price factors and which proposes a fair and reasonable pricing offer will be identified as the successful awardee.
Technical Factors - Adjectival Scale The Government will evaluate the technical proposal in accordance with the following adjectival scale:

Good Exceeds all the minimum requirements of the criteria; has an above average probability of success; contains no significant weaknesses and only minor, correctable weaknesses exist.
Acceptable Meets all the minimum requirements of the criteria; has an average probability of success; no significant weaknesses and any deficiencies can be readily corrected.
Marginal Fails to meet one or more of the minimum requirements of the criteria; low probability of success; major weaknesses and/or significant number of deficiencies exist.
Unacceptable Fails to meet any of the minimum requirements of the criteria;
proposal needs major revisions; very low probability of success.

Past Performance shall be evaluated for relevance to the current requirement in subject area as detailed in the SOW. Ratings will be assigned either a favorable, unfavorable, or neutral rating where no previous history is obtained and/or where less than the requested two reference are obtained.
AmeriCorps may also use CPARS (see www.acq.osd.mil/dpap/pdi/eb/cpars.html) and/or any past performance information/knowledge of the contractor on any CNCS contract, similar in scope within the last 2 years, to assess each Offeror’s past performance.
Cost/Price Factor Offeror(s) cost/price proposal will be evaluated for reasonableness. For a price to be reasonable, it must represent a price to the government that a prudent person would pay when consideration is given to prices in the market. Normally, price reasonableness is established through adequate price competition, but may also be determined through cost and price analysis techniques as described in FAR 13.106-3. The Offeror shall submit firm fixed prices for all items listed in the
SOW.
Evaluation of Options It is anticipated that any requirement awarded from RFQ 95332A22R00008 will contain option provision(s) and periods(s). In accordance with FAR clause 52.217-5 Evaluation of Options, (July 1990) the Government will evaluate offers for award purposes by adding the total price for all option quantities to the total price of the basic requirement, except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests. Evaluation of options will not obligate the Government to exercise an available option(s).
