About this file
The document is a Request for Quotation (RFQ) issued by the Washington Department of Fish and Wildlife (WDFW) for the procurement of a new 25' pontoon vessel and trailer, specifically to replace the Coastal Marine Fish Science dockside data collection vessel. The solicitation seeks a pontoon vessel with total dimensions of 25'8" long by 8'6" wide, a dry weight of 3,150 lbs, minimum capacity of 13 people, three 25" diameter aluminum pontoons, a mounting bracket for a high thrust outboard motor, and a 40-gallon fuel tank. A tandem axle trailer suitable for trailering and launching the vessel in saltwater is also required. The quotation is due by June 4, 2025, at 12:00 Noon, with a required delivery timeframe of 11 weeks from the purchase order award, and delivery hours limited to Monday through Friday, 9:00 am to 4:00 pm.
The RFQ includes provisions for competitive procurement with potential preferential treatment for small businesses or veteran-owned businesses. For contracts under $150,000, the award will go to the lowest responsive and responsible bid from a small business or veteran-owned business, while contracts over $150,000 will receive a 5% bid price reduction for evaluation purposes for such businesses. Payment terms are net 30 days, processed after satisfactory delivery and receipt of a proper invoice. The solicitation emphasizes environmental consciousness by requesting packaging without color or dyes and noting concerns about polychlorinated biphenyls (PCBs). All title and licensing will be handled by WDFW, with associated paperwork to be provided before payment processing. Vendors must complete the entire six-page document and include diagrams, specifications, and pictures of the proposed make and model.
