About this file

This is a Request for Information (RFI) document issued by Orange County, Florida, in conjunction with Orlando City, soliciting vendor information regarding a Permit & Planning Copilot solution featuring AI-powered chatbot and guided workflow capabilities. The County seeks information on conversational AI tools designed to enhance resident and business access to permitting and planning information through a secure, county-branded assistant capable of answering regulatory questions, guiding users through permit requirements, and reducing incomplete permit submissions through guided workflows integrated with county permitting platforms and GIS systems. Sealed electronic responses must be submitted through the OpenGov e-Procurement Platform at https://secure.procurenow.com/portal/orangecountyfl by 4:00 PM EST on Tuesday, March 31, 2026. The release date for this solicitation is March 17, 2026, with a deadline for questions to be submitted through the OpenGov question and answer module, though a specific deadline date was not clearly defined in the available documentation. This RFI will not result in an award and serves as an informational solicitation designed to gather market intelligence to inform the County's future procurement strategy.

Vendors must demonstrate organizational experience implementing government AI chatbots, system capabilities for conversational AI and guided permit intake, multilingual support including Spanish and Haitian Creole, AI model governance and accuracy controls, data security and privacy compliance standards, implementation timelines and training requirements, performance metrics and reporting capabilities, and willingness to participate in a pilot program. No award values, budget ranges, contract terms, renewal options, or pricing information are specified in this RFI. No specific set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information are identified. All submissions must be in standard Microsoft Office or PDF formats at a minimum resolution of 150 dpi for scanned documents, and respondents are prohibited from hand-delivering, mailing, faxing, or emailing offers. The point of contact is Patricia Rigby, Buyer, at patricia.rigby@ocfl.net or (407) 836-5869.
