About this file

This is a Performance Work Statement for pavement restoration work at a sinkhole location on Showellton Avenue in Absecon, New Jersey, related to the Price Landfill Superfund site remediation project operated by the U.S. Army Corps of Engineers (USACE). The contract is being posted as an Invitation for Bid (IFB) with a period of performance of 2 years from the date of award. The Department of the Army Corps of Engineers Engineering District Philadelphia is the contracting agency (Solicitation Number: W912BU26BA022).

The contractor is required to furnish all labor, equipment, materials, and supplies to restore pavement at the sinkhole within the roadway at 257 Showellton Avenue. The scope includes excavating unsuitable subsurface material to depths where soil instability was identified and replacing it with approximately 5 feet of compacted aggregate, a triaxial geogrid, and the standard City of Absecon pavement section (6 inches soil aggregate, 6 inches bituminous stabilized base course, and 2 inches bituminous concrete surface course). Estimated quantities include approximately 140 cubic yards of excavation, 105 cubic yards of aggregate, 16 cubic yards of pavement subgrade, 16 cubic yards of asphalt base course, and 5.2 cubic yards of asphalt surface course. Prior to construction, the contractor must verify all utilities and monitoring wells within and adjacent to the work area, avoid and protect existing utilities, repair any utility impacts, and abandon monitoring wells by filling boreholes with grout per New Jersey regulations. Groundwater is not expected to be encountered during construction based on prior monitoring well data indicating groundwater depth exceeding 10 feet below surface.

1.0 INTRODUCTION

1.1 General

USACE via a contract, operated a groundwater extraction and treatment system to control and remediate impacted groundwater from the Price Landfill Superfund site (Site) located in Absecon, New Jersey. Operation of the groundwater treatment plant to recover and treat groundwater began in 2013. The well field consists of 13 shallow extraction wells and 4 deep extraction wells. There are also more than 100 monitoring wells including those at both on- and off-site locations. A sinkhole was observed on Showellton Avenue, Absecon, New Jersey, at the site of a Price Landfill-related soil boring that was performed and closed approximately 15 to 20 years ago. The sinkhole is located within the roadway at the end of the street adjacent to the curb line of 257 Showellton Avenue. The former borehole is in the vicinity of two monitoring wells that were installed at the same time as the borehole.

1.2 Contract Type

This solicitation will be posted on SAM.gov as an Information for Bid (IFB) type contract.

1.3 Geotechnical Investigation and Soil Evaluation

A geotechnical evaluation was performed in April 2025 to investigate the subsurface soil in the vicinity of the sinkhole. One soil boring was performed at the location of the sinkhole, and three soil borings were performed approximately 5 feet offset of the sinkhole. Standard Penetration Test blow counts were determined for each soil boring. The locations of the soil borings, results of the Standard Penetration Tests, and visual observations of the subsurface material are included in the boring logs on the Pavement Restoration Plan drawing.

Laboratory testing was performed to supplement the field classifications. Laboratory tests included moisture content, Atterberg Limits, sieve analysis, Unified Soil Classification System/American Association for State Highway and Transportation Officials (AASHTO) soil classification, California Bearing Ratio, and Standard Proctor.

2.0 SCOPE OF WORK

2.1 General

The Contractor shall furnish all necessary labor, equipment, materials, and supplies to complete the tasks identified in the following paragraphs. All work shall be conducted in a safe, secure, cost efficient, and acceptable manner. Work is to be performed commensurate with the level of effort and quality intended, with appropriately qualified quality control (QC) representation. The period of performance (POP) for this Sample is 2 years from the date of award.

General Instructions: Restoration of pavement at the sinkhole in the roadway at 257 Showellton Avenue in Absecon, New Jersey. The proposed pavement restoration area extends the width of the roadway and approximately 10 feet beyond the soil borings located longitudinally up and down the roadway, as indicated on the Pavement Restoration Plan drawing.

The pavement restoration includes excavating the unsuitable material and replacing with approximately 5 feet of compacted aggregate overlain by a triaxial geogrid and the standard pavement section for the City of Absecon, New Jersey. The aggregate is placed in layers and is self-compacting during placement. The standard pavement section consists of 6 inches (in.) of soil aggregated overlain by 6 in. of bituminous stabilized base course overlain by 2 in. of bituminous concrete surface course. While unsuitable soils were identified at depths of 20 feet or greater, the aggregate material will function as support for loads from the roadway. At the locations where the pavement restoration area transitions to the existing road section, transition sections of just the geogrid and standard pavement section are proposed to minimize the impacts to the existing road. Groundwater is not expected to be encountered during construction due to prior reporting from two former monitoring wells near the sinkhole which had reported that the depth to groundwater was over 10 feet below the ground surface. This data is anecdotal with no readily available records. The pavement restoration details are included on the Pavement Restoration Plan Drawing.

The quantities identified below are estimated for the pavement restoration. Actual quantities may vary based on field verification of road geometry and as-built conditions obtained during construction.

· Excavation: Approximately 140 cubic yards (CY)

· Aggregate: Approximately 105 cubic yards (CY)

· Pavement subgrade: Approximately 16 cubic yards (CY)

· Asphalt base course: Approximately 16 cubic yards (CY)

· Asphalt surface course: Approximately 5.2 cubic yards (CY) The pavement restoration details are included in the Pavement Restoration Plan.

NOTE:

Site Design Note 3 of the Pavement Restoration Plan reads as follows:

“CONTRACTOR MUST VERIFY ALL UTILITIES AND MONITORING WELLS WITHIN AND ADJACENT TO THE LIMIT OF WORK PRIOR TO CONSTRUCTION. NO UTILITY LOCATION HAS BEEN PERFORMED. CONTRACTOR SHALL AVOID AND PROTECT ANY EXISTING UTILITIES. ANY IMPACTS TO EXISTING UTILITIES SHALL BE REPAIRED. MONITORING WELLS ARE TO BE ABANDONED AND BOREHOLES FILLED WITH GROUT IN ACCORDANCE WITH NEW JERSEY REGULATIONS.
