About this file

This is a General Decision wage determination document issued by the U.S. Department of Labor for heavy dredging construction in New Jersey.

The General Decision NJ20260003 (issued 01/30/2026, superseding NJ20250003) applies statewide to all dredging except self-propelled hopper dredging on the Atlantic Coast and tributary waters. The determination covers 13 New Jersey counties including Atlantic, Bergen, Camden, Cape May, Cumberland, Essex, Gloucester, Hudson, Mercer, Middlesex, Monmouth, Ocean, Salem, and Union. Prevailing wage rates are established for seven dredging classifications ranging from CLASS A1 (Deck Captain/Mechanical Dredge Operator/Leverman/Licensed Tug Operator over 1000 HP) at $48.48 per hour to CLASS D (Oiler/Deckhand/Shoreman/Rodman/Scowman/Cook/Messman/Porter/Janitor) at $30.86 per hour, with fringe benefits ranging from 15.34% to 14.15% above base rates. The determination includes incentive pay provisions for licensed operators and crew members with various certifications (USCG, QMED, Tankerman endorsements), ranging from $1.30 to $1.80 per hour. Employees are entitled to paid holidays (New Year's Day through Christmas Day) and vacation benefits calculated at 8% of straight time wages. The document also includes provisions for Executive Orders 13706 and 13658 regarding paid sick leave and minimum wage requirements applicable to federal contracts. Unlisted classifications may be added after award if necessary per 29 CFR 5.5(a)(1)(iii).
