About this file

This is a Performance Work Statement (PWS) for the Maintenance and Repair of Material Handling Equipment (MHE) at Defense Commissary Agency (DeCA) commissary locations operated throughout the continental United States, Alaska, Hawaii, and Puerto Rico. The document specifies requirements for both preventive maintenance (PM) and unscheduled maintenance (UM) services under a firm fixed price (FFP) contract structure.

The contract covers ten specific material handling equipment types identified by Equipment Description (CED) numbers, including electric pallet jacks, forklifts (electric and propane), walkie stackers, order pickers, and swing reach trucks with load capacities ranging from 3,000 to 6,000 pounds. Additionally, battery chargers are covered under UM-only services. Preventive maintenance must be completed every three months, with the first PM visit scheduled within 15 calendar days of contract award and the first PM interval completed within 30 days. Unscheduled maintenance response times require a signed service estimate within 16 working hours of notification, with repairs to be completed within seven working days of approval. Repairs costing less than $2,500 require only Contracting Officer's Representative (COR) approval, while repairs exceeding $2,500 require approval from both the COR and DeCA Headquarters Equipment Maintenance Team (EMT). The contractor must provide quarterly service history reports, maintain equipment in designated on-site work areas during Monday through Friday, 8:00 a.m. to 5:00 p.m. hours (excluding federal holidays), and comply with OSHA, DOD, and DeCA safety regulations. Personnel must be certified by the Automotive Service Excellence (ASE) and wear government-furnished identification badges at all times. All contractor costs for labor, parts, expendables, fluids, and transportation are included in the FFP contract line item number, with parts and warranty documentation required upon invoice submission to the Procurement Integrated Enterprise Environment (PIEE) system.
