Performance Work Statement (PWS) MDW Bus Wash Services
PART 1
GENERAL INFORMATION
General Information 360 vehicle cleaning services to be performed annually (12 months) during a base year and 4 (four) options years, if exercised (1,800 cleaning services for duration of contract). The Military District of Washington (MDW) vehicle fleet consists of passenger buses and non-tactical vehicles that are larger than a sedan. Cleaning services are to be performed on “As-Needed” basis. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.Background: The United States Army Band (TUSAB), The Old Guard (TOG), The Army Aviation Brigade (TAAB) and Military District of Washington (MDW) HQs perform numerous ceremonies throughout the year and regularly perform on federal holidays. The appearance of the US Army and these ceremonial units are above reproach. Their modes of transportation are by MCI coach buses, shuttle buses, and other vehicles larger than a sedan. The fleet requires to be cleaned and serviced often. The interior, exterior, and lavatory waste tank flushing are the services needed to maintain on an as-needed basis. The bus fleet currently consists of the following vehicles;
1.1Objectives: The purpose of the contract is to secure a contractor to provide timely and sanitary cleaning services that meets the government acceptable quality level needs.
1.2Description of Services/Introduction: Contractor shall be available on an as needed basis during normal business hours 365 days per year to provide services, as necessary, to clean passenger buses and other vehicles larger than a sedan, such as: mobile command post (non-tactical), panel vans, shuttle busses, passenger vans, etc. The contractor’s service facility shall be at a location not to exceed 25 miles from Fort Myer, (Arlington, VA) in an area that is trafficable to large buses and box trucks. The service facility shall enable the full range of servicing (exterior and interior and waste tank dump) at one single facility location to minimize transit time. The contractor shall provide all personnel, equipment, supplies, facilities, utilities, transportation, tools, materials, supervision, and non-personal services necessary to perform exterior cleaning, interior floors and restrooms cleaning to include dumping and flushing restroom waste holding tanks of the MCI coach buses (vehicles equipped with latrines).
1.3. Scope: Contractor shall service the MCI Passenger coaches and vehicles larger than a sedan such as: mobile command post (non-tactical), panel vans, shuttle busses, passenger vans, etc. Exterior cleaning shall be completed using manufacturer approved cleansing materials. Sweep and wet mop the interior of each, passenger coach bus listed to include servicing the restrooms as applicable with manufacturer approved cleansing materials (Industry approved chemicals for containerized latrine facilities, such as non-formaldehyde liquid deodorizers are acceptable). Waste dump and flush out of the restroom holding tank will be completed using manufacturer approved holding tank chemicals in each MCI passenger coach bus.
1.4. Period of Performance: The Initial period of performance will be twelve (12) months with an additional four (4) 12-month option years. The Period of Performance is as follows:
Base Period: 16 March 2023 – 15 March 2024 Option Year 1: 16 March 2024 – 15 March 2025 Option Year 2: 16 March 2025 – 15 March 2026 Option Year 3: 16 March 2026 – 15 March 2027 Option Year 4: 16 March 2027 – 15 March 2028
1.5 General Information
1.5.1. Quality Control Plan (QCP): The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. As a minimum, the contractor shall develop quality control procedures that address the areas identified in “Performance Requirements Summary”. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system. The quality control plan shall be submitted prior to the award of contract.
1.6.1 Recognized Holidays: The contractor shall be available for service every calendar day throughout the year (365 days) that includes ALL Federal holidays. These holidays will include;

1.6.2 Hours of Operation: The Contractor is responsible for providing services during normal business hours which are generally 8:00am – 5:00pm, daily. (1) When a Passenger bus(s) and or other vehicles larger than a sedan have arrived, the turnaround time shall not exceed a TOTAL OF 2.5 HOURS.
1.6.3 Type of Contract: Firm-fixed-price contract.
1.6.3 Place of Performance: National Capital Region and Contractor facility shall be within 25 miles radius from Fort Myer, Virginia.
1.6.5 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, will meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.6.6 Primary Point of Contact (POC). The Contractor shall provide a Project Manager who shall be responsible for the performance of the provided service or work. The name of this person and an alternate(s) shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The POC and alternate shall be designated in writing to the Contracting Officer at least 24 hours after contract award.
1.6.8 Contracting Officer’s Representative (COR): The COR will be nominated by the requiring activity and appointed by the contracting officer by separate letter. A copy of the COR’s appointment letter will be sent to the awarded Contractor, identifying the designated duties and limitations of the COR. The COR is authorized to conduct oversight on any and all tasks or requirements and report observations to the Contracting Officer. The COR is not authorized to change any terms or conditions in the contract that pertain to cost, schedule, performance, quality, quantity, or other legal aspects of the resulting contract.
1.6.9 Contract Administration: The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely manner. The contractor shall have a single point of contact between the Government and contractor personnel assigned to support the contract. The contractor shall assign work effort and maintain proper and accurate time keeping records of personnel assigned to work on the requirement.
PART 2
DEFINITIONS, ACRONYMS, AND ABBREVIATIONS
Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
Contracting Officer (KO): A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
Contracting Officer’s Representative (COR): An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
Subcontractor: One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

PART 3
GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3. General:
3.1 Services. The Government will not provide the contractor any Services, Facilities, Equipment, Materials or Utilities in the performance of this PWS. However, Government personnel will drive the vehicles to the contractor’s facility and will be onsite during the period of service.
PART 4
CONTRACTOR FURNISHED ITEMS AND SERVICES
4. General:
4.1 The Contractor shall furnish all supplies, equipment, facilities, utilities, staff and services required to perform work under this contract that are listed under Section 3 of this PWS.
4.2The contractor is responsible to ensure compliance with all local, state and federal environmental requirements for the use and disposal of all cleaning material and waste, and ensure the safety of any government personal at the contractor’s service facility. Government personnel will drive the vehicles to the contractor’s facility and will be onsite during the period of service.
4.3. Materials. The Contractor shall supply all supplies and materials (including but not limited to, trash bags, gloves, cleaners, soap, brushes, mops, rags, scrapers, squeegees, towels, hose nozzles, water, electricity, etc.) needed to accomplish cleaning duties.
4.4. Equipment. The Contractor shall provide all cleaning equipment.
PART 5
SPECIFIC TASKS
5.1. Basic Services: The Contractor shall be available to provide 225 cleaning services to be performed annually (12 months) during a base year and 4 (four) options years exercised for this requirement (1,125 cleaning services for duration of contract). Vehicle fleet consisting of passenger buses and nontactical vehicles that are larger than a sedan on an as-needed basis. A service is defined as either an exterior cleaning or an interior cleaning or a waste tank dump. Each of these services equals a separate service, so a vehicle could receive up to three services per visit. The Contractor shall provide all personnel, equipment, supplies, facilities, utilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform exterior cleaning, interior floors and restrooms to include dumping and flushing restroom waste holding tanks of the MCI passenger coach buses. The contractor shall be available for service every calendar day throughout the year (365 days). When a passenger bus(s) and other vehicles larger than a sedan arrive, the turnaround time shall not exceed 2.5 hours. Current fleet consists of;
5.2. Exterior. Contractor shall clean all exterior surfaces.
5.2.1 Contractor shall ensure outside of the vehicle is free of dirt, dust, spots, streaks, graffiti, bugs, and all foreign matter and have a clean gloss appearance.
5.2.2 Contractor shall clean the exterior side of all windows and mirrors, (such that they are streak free)
5.3. Interiors. Contractor shall clean all surfaces, fixtures, and furniture (i.e., floors, walkways, lights, mats, seats, etc.) which comprise the interior. This includes the restroom minus the tank dump.
5.3.1 Contractor shall ensure that all aisles, cargo areas, area under seats are free of all debris, foreign matter, odor, and dust. The interior shall have a clean, uniform, and polished appearance.
5.3.2 Contractor shall damp mops floors.
5. 3.3 Contractor shall ensure all trash receptacles are empty and clean
5.3.4. Contractor shall wipe down hand rails and driver steering wheel with antiseptic cleaner, as well as clean the dash board area.
5.4. Latrines
5. 4.1 Contractor shall dump and flush out the restroom waste holding tank and replenish with manufacturer approved holding tank chemicals.
5.5. Service Logs
5.5.1 Contractor shall maintain service log of vehicles cleaned and status.

6.1 The Contractor must abide by all applicable regulations, publications, manuals, and local policies. Any Contractor provided publications are to be procured and maintained at Contractor’s expense.
