Performance Work Statement Horizontal Directional Drill Experimental Site Development
1.0 Background
A commercial off-the-shelf horizontal directional drill (HDD) is required to install a DIPS DR14 8-inch nominal diameter plastic pipe approximately 650 feet in length at a depth of approximately 30 feet below the ground surface at the ERDC Vicksburg, MS experiment site known as the “Test Track”. See Attached HDD Bore Path Figure. The HDD contractor shall provide all equipment, materials, and personnel needed to install the 8-inch nominal diameter pipeline that will later be used as a conduit to emplace systems at precise depths and locations for use as an instrumentation testbed. The precise location recorded along the entire length of the HDD installed pipeline is critical for subsequent use as an experimental testing feature and therefore, final contract acceptance of the work will depend primarily on the ability of the Contractor to verify and provide the actual installed pipeline location data to the Government. To meet project requirements, Contractor must guarantee all work shall be completed and equipment de-mobilized off site no later than 30 July 2023.
2.0 Requirements
The HDD contractor shall drill the HDD bore and install the product pipe as indicated on the HDD Plan and Profile drawing and shall adhere to the indicated minimum requirements. No work shall be performed without the Contracting Officer’s Representative (COR) or the COR’s designee being on-site to continually monitor the work. Instrument data will be collected by the Government throughout the entirety of the drilling and installation process. The Contractor will aid the Government in its data collection efforts by providing full access to the drill rig and all associated equipment at the work site. The Contractor shall provide the Government with full visual access to all gauge and instruments so that drill times, pressure readings, steering and tracking data, and all other associated information can be collected by the Government throughout the entire drilling operation. The Contractor shall also provide the Government (daily) a complete driller’s log with all information associated with each drill pipe segment. This information shall include drilling pattern(s), steering and response, thrust force, mud-pump flow rates, observed ground conditions or changes in ground conditions, guidance and bore tracking data, and all other data and information used to construct the HDD bore.
Post-HDD Installation Pipe Survey and Video Recording The Contractor shall perform a post-HDD pipeline survey of the installed pipe and provide the resulting survey data to the Government. This survey operation shall use calibrated equipment to develop an as-built plan and profile (X,Y,Z data) of the installed pipe with measurements taken continuously or near-continuously along the length of the pipe. This survey will be compared with the pilot bore tracking system data, but final contract acceptance will be based on the final installed pipeline survey. A color video camera recording shall also be conducted along the length of the installed HDD pipe and provided to the Government via DVD or electronic transmittal to visually confirm no defects exist within the pipe.
Above-ground pipe segment An 80-foot-long segment of the same pipe that will be installed via HDD method shall also be provided by the Contractor and placed above ground in a designated location adjacent to the
HDD work site. This segment of pipe will be utilized by the Government as a preliminary experimentation feature that replicates the underground HDD pipeline conditions including fused joints, pipe material, and diameter. This above-ground pipe segment shall have butt-fused blind flange end caps with all hardware and seals necessary to form a water-tight pressure seal for the length of the pipe. The above ground pipe segment shall include at least four butt-fused joint connections evenly spaced along the segment length. Pressure-treated wood cradles shall be constructed and placed to hold the pipe 18-inches off the ground every 20 lineal feet (max distance between cradle supports).
Water Supply The Contractor will have access to potable water on the ERDC facility nearby the actual HDD installation site. This water is provided at no cost and does not require a meter. The Contractor is required to provide their own means of tapping into the hydrant and transporting water to the actual work site from the hydrant identified for use on the ERDC facility.
Drilling Fluids Bentonite based drilling fluid shall be contained within designated entry/exit pits and shall not be allowed to migrate beyond the limits of the work area. A clean work site free of inadvertent surface drilling fluid returns is considered ideal and shall be maintained at all times. In the event of inadvertent drilling fluid returns at the ground surface, the Contractor shall provide sandbags or other reasonable containment methods incidental to the drilling effort at no additional cost to the Government.
A designated area located near the Test Track shall be used as a drilling fluid disposal site if the Contractor desires. The Contractor shall excavate a shallow mixing area to incorporate an appropriate amount of cement to the waste drilling fluid to dry and solidify the drilling fluid to an extent that it can be mixed with native material along the gravel access road. The disposed drilling fluid and cement mixture shall be evenly distributed along the roadway in a manner and consistency that does not impede transportation along the road. No harmful additives to the bentonite shall be used. Material Safety Data Sheets (MSDS) for all components used to mix the drilling fluid shall be submitted to the Government prior to their use on site.
Fusible PVC Pipe The Contractor shall supply Ductile Iron Pipe Size (DIPS) Dimension Ratio (DR) 14 8-inch diameter fusible polyvinylchloride pipe (FPVC) to be installed via HDD method and supplied for a surface pipe segment. The pipe shall be the standard blue or green color and a pressure class of 300 psig with a minimum inside diameter of 7.5 inches. The FPVC pipe shall be manufactured and butt-fused according to the following reference standards for quality assurance: AWWA C900, AWWA M23, ASTM D2152, ASTM D2241. All pipe shall be made from PVC compound conforming to cell classification 12454 per ASTM D1784.
Any scratch or gouge greater than 10% of the wall thickness will be considered significant and can be rejected unless determined acceptable by the COR or their designated representative.
At no time shall any one segment of pipe length be less than 30 feet to reduce the overall number of joints along the length of the HDD pipeline.
FPVC Fusion Joints Fusible PVC pipe lengths shall be assembled in the field with butt-fused joints. The Contractor shall follow the pipe supplier’s written guidance for this procedure. All fusion joints shall be completed per specifications herein and documented via data logger.
Only appropriately sized and outfitted fusion machines that have been approved by the pipe supplier shall be used for the fusion process and the machine must include a working data logging device.
The following AS-RECORDED DATA are required from the contractor and/or fusion provider to the owner or pipe supplier upon request:
1. Approved datalogger device reports.
2. Fusion joint documentation containing the following information:
a) Pipe Size and Thickness
b) Machine Size
c) Fusion Technician Identification
d) Job Identification
e) Fusion Joint Number
f) Fusion, Heating, and Drag Pressure Settings
g) Heat Plate Temperature
h) Time Stamp
i) Heating and Cool Down Time of Fusion
j) Ambient Temperature
End Seals The ends of the pipe segments (HDD installed pipe and the above-ground segment) shall have butt-fused blind flanges installed with rubber seals and compatible bolts and steel cap plates to appropriately seal the ends of the installed pipelines. These ends seals shall be installed and utilized during hydrostatic pressure testing of the installed pipes. The steel end caps shall also incorporate 1-inch diameter NPT threaded steel pipe nipples and high-quality ball valves on both ends.
Pipe Testing – Hydrostatic Testing and Leakage Testing
1. Hydrostatic and leakage testing for piping systems that contain mechanical jointing as well as fused PVC jointing shall comply with AWWA C605.
2. Unless agreed to or otherwise designated by the owner or engineer, for a simultaneous hydrostatic and leakage test following installation, a pressure equal to 150% of working pressure at point of test, but not less than 125% of normal working pressure at highest elevation shall be applied. The duration of the pressure test shall be for two (2) hours.
3. If hydrostatic testing and leakage testing are performed at separate times, follow procedures as outlined in AWWA C605.
4. In preparation for pressure testing the following parameters must be followed:
a. All air must be vented from the pipeline prior to pressurization. This may be accomplished with the use of the air relief valves or corporation stop valves, vent piping in the testing hardware or end caps, or any other method which adequately allows air to escape the pipeline at all high points. Venting may also be accomplished by ‘flushing’ the pipeline in accordance with the parameters and procedures as described in AWWA C605.
b. The pipeline must be fully restrained prior to pressurization. This includes complete installation of all mechanical restraints per the restraint manufacturer’s guidelines, whether permanent or temporary to the final installation. This also includes the installation and curing of any and all required thrust blocking. All appurtenances included in the pressure test, including valves, blow-offs, and air-relief valves shall be checked for proper installation and restraint prior to beginning the test.
c. Temporary pipeline alignments that are being tested, such as those that are partially installed in their permanent location shall be configured to minimize the amount of potentially trapped air in the pipeline.
5. Remove all water from the entirety of the pipeline after hydrostatic testing is completed and ensure a continuous length of mule tape is installed for the Government to use in the future.
The Contractor shall use pipe pigs and swabs to completely remove all water from the pipeline and ensure that the pipe is completely dry. The Contractor shall employ whatever means and methods that they deem most efficient to evacuate and dry the pipeline such as air blown swabs or manually pulled mule tape swabs. The final condition of the pipe shall be dry to allow the Government to use the installed pipeline as a method of inserting electronic systems that are not waterproof within the pipe.
Concrete Utility Boxes The ends of the HDD installed pipeline shall be protected by properly placing concrete utility boxes at each end of the pipe. The utility boxes shall be minimum 24-inch wide and 36-inch long (along the long axis of the HDD bore) and be placed so that the lid is 6-inches above the surrounding ground surface. The lids shall be able to be secured using corrosion resistant bolts.
The bottom of the utility boxes shall have a minimum of 12-inches of washed gravel base placed below and around the exposed PVC pipe to inhibit weed growth and promote drainage. Utility boxes shall be installed per the manufacturer’s instructions and properly backfilled.
3.0 Deliverables
The contractor shall provide the completed HDD pipe installation, as described in the above Requirements section, including a daily driller’s log of drilling pattern(s), steering and response, thrust, mud-pump flow rates, observed ground conditions or changes in ground conditions, guidance and tracking data, and all other data and information used to complete the HDD bore.
A final as-installed continuous survey along the length of the installed pipe will be required for final acceptance. This survey shall be independent of the pilot bore tracking data using to install the pipe.
An above ground segment of pipeline, as described in the Requirements Section, shall be provided by the Contractor.
Deliverables will all be due by, or prior to, the period of performance.

6.0 Travel
It is expected that 1 trip of 5 – 7 days for an HDD crew (approximately 4 people) to Vicksburg, Mississippi as referenced in the requirement shall be required of the Contractor. The Contractor is responsible for all arrangements for travel and accommodations.
7.0 Period of Performance
All work to be performed, including de-mobilization, under this contract shall be completed no later than 30 July 2023.
8.0 Payment Terms
Payment shall be made according to the following schedule of completed milestones and accepted deliverables.
20% payment for mobilization to the site.
30% payment upon installation and successful hydrostatic testing of the HDD and surface laid pipe.
50% payment upon acceptance of the survey data along the entire length of the HDD installed pipe.

Security Requirements:
General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts.
The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative.
The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures - -this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.
Physical security and access control requirements: All contract personnel requiring physical access to a federal installation or facility shall comply with the access control procedures of that location. Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US shall be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the National Crime Information Center-Interstate Identification Index (commonly referred to as “NCIC-III”) and Terrorist Screening Database (commonly referred to as “TSDB”). Contract personnel shall comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USACE facilities shall coordinate escorted access with the Government representative, as needed. Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property shall comply with key and lock control procedures of the
RA.
Pre-screen candidates using E-Verify Program: Contractors shall comply with the requirements set forth in FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 in using the E-Verify Program at (https://www.e-verify.gov/) (website subject to change) to meet the contract employment eligibility requirements. Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws in accordance with FAR 22.102-1(i). An initial list of verified/eligible candidates shall be provided to the COR no later than three business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.
