The contractor must provide year-round goose removal and mitigation services using humane hazing protocols, egg depredation, and nest removal while maintaining the cemetery's status as a dignified National Shrine. Service frequency varies seasonally: twice daily, seven days per week from October through March (7:00 a.m. to 5:00 p.m.), and once daily, seven days per week from April through September. All services must comply with Colorado state licenses and regulations for egg removal and oiling operations.

The contractor is responsible for furnishing all personnel, equipment, supplies, materials, and quality control necessary to perform services without disrupting cemetery or funeral operations. Critical performance standards require very infrequent geese landings and 95% prevention of all-day geese presence, with re-performance required within two hours of notification if standards are not met. The contractor must establish a Quality Control Plan within 14 days of award, submit weekly progress reports, and maintain comprehensive documentation of inspections, training records, and safety compliance per OSHA standards. The contract includes a one-year base period (September 1, 2026 to August 31, 2027) with four optional one-year renewal periods exercisable at the VA's discretion. The contractor must comply with strict standards of employee conduct, dress code requirements, and cemetery security protocols, including prohibition of weapons, compliance with smoking restrictions, and maintenance of decorum appropriate for a National Shrine. Any deficiencies in performance may result in Contract Discrepancy Reports and potential payment reductions.
