About this file
This is a Questions and Answers document for solicitation 36C78626Q50212, a geese mitigation services contract for Fort Logan National Cemetery in Denver, Colorado. The document clarifies the Department of Veterans Affairs' requirements and acceptable methodologies for achieving a 95% goose-free cemetery through three primary services: intensive hazing protocols that humanely remove or scare geese from the property, depredation of eggs through managed destruction or treatment to control overpopulation, and provision of all services without interfering with daily cemetery operations.
The Q&A establishes specific operational parameters and restrictions: bird bombs, chasers, and screamers are prohibited due to interference with cemetery services; remote-controlled cars, special boats, visual deterrents, and dogs are acceptable methods; contractors may bring water coolers and equipment with turf tires and gas engines, provided proper safety and fire equipment are maintained and noise does not disrupt operations; no electrical power will be provided by the government; dumpsters may be placed on-site with COR approval; contractors must comply with all federal, state, and local laws regarding egg disposal and nesting materials; automated deterrent devices are potentially acceptable if accompanied by daily on-site supervision; and hazardous or toxic chemicals are prohibited. The procurement is set-aside for SBA-certified small businesses in NAICS code 561710 (Exterminating and Pest Control Services), with subcontractors permitted, and represents a new requirement with no incumbent contractor.

36C78626Q50212 Questions and Answers
| Q: | You say remove! How do we remove the geese to your satisfaction. What do we do with these geeses once captured |
| A: | Per the contract, a 95% goose free cemetery. Once captured, if that is your strategy, that is your decision, as long as it follows federal, local, and state rules and regulations. |
| Q: | In 3.1.1-3.1.3 you do not mention removal of gees but above its mentioned Please explain the intent I believe I know but want your direction. |
| A: | 3.1.1 – 3.1.3 are description of the 3 services we are requiring. 1-Intensive hazing protocol that removes geese or “scares” geese off the property in a humane manner, 2-Depredation of eggs is the managed destruction, treatment, or removal of wild goose eggs to control overpopulation, 3- all services will not interfere with our daily activities. |
| Q: | Are we allowed to use bird bombs, chasers and screamers ( All are fired from a 12 ga shot gun or a special made pistol) Range is 100 yds +/- and 50 feet |
| A: | No, this will likely cause too much interference with services. |
| Q: | Also we can only use Remote control cars and a special boat and actual visual deterrents for this job NO DOGS all other methods can be completed as requested. |
| A: | Yes, all of those options will work. The use of dogs is also allowed as seen in SAFETY 6.2. |
| Q: | Are allowed to have water or a water cooler with us or do we have to stop work and drive back to the designated area? |
| A: | You can have a cooler with you, please ensure all trash is disposed of properly. |
| Q: | Define Hazardous chemicals. |
| A: | Any substance or mixture that can harm human health, property, or the environment because it is physical or toxic. It is a federal crime to use toxic chemicals to poison or eradicate geese. |
| Q: | Are we allowed to have a dumpster placed on site at different times through out the year such as Nesting materials other large debris accumulated? |
| A: | This would depend on the location, size, and how long the dumpster would be there. I, as the COR, would work with you to find a solution. We have a large roll off dumpster on site that can be used. |
| Q: | What is expected to be done with eggs at end of season and nesting materials |
| A: | Contractor will be required to follow all applicable Federal, State, and local laws, regulations, and EPA guidlines. |
| Q: | Am I allowed to use a gas engine, Does all of my equipment must have turf tires? what electrical wattage or amperage electrical power you provide to see if my equipment is compatible. |
| A: | A gas engine is fine as long as you have the proper safety, fire equipment and ensure no noise disrupts cemetery operations. All tires must have turf tires. We will not provide any electrical power. |
| Q: | What is an appropriate length of Ul approved 3 conductor cord? |
| A: | I’m not sure of this question but there will be no electrical hookups for a conductor cord. |
| Q: | How much storage is there or will be available? Will this be heated -indoor, outdoor -in the weather -covered ETC Will there be indoor storage for liquid supplies? |
| A: | If storage is needed, we will accommodate space such as for the delivery of a connex. Nothing will be provided, including any indoor storage. |
| Q: | Is the VA's preference to award directly to a company specializing in goose management, or is this procurement expected to be performed through a prime contractor using subcontractors? |
| A: | The procurement is set-aside for SBA-certified small businesses in NAICS code 561710 (Exterminating and Pest Control Services). Subcontractors may be utilized in accordance with all applicable clauses and provisions. |
| Q: | Is there currently an incumbent contractor providing these services? |
| A: | This is a new requirement with no incumbent contractor. |
| Q: | Has the VA experienced difficulty finding qualified firms that specialize in this type of work? |
| A: | NCA has not previously procured these services. |
| Q: | If direct awards to specialty contractors are acceptable, Flyaway Geese would certainly be interested in submitting our own proposal rather than participating solely as a subcontractor. |
| A: | Specialty contractors are acceptable provided they are eligible to bid. |
| Q: | [REDACTED] is evaluating the use of automated goose deterrent devices as an alternative to trained dogs or drones. These devices can be programmed to operate automatically at scheduled times throughout the day, with daily inspections and maintenance performed to ensure they remain fully operational and effective. Would the Government consider this approach to be an acceptable alternative to the use of trained dogs and/or drones, provided the required performance standards of the solicitation are met? |
| A: | This would depend on what the device is, what it does, the noise it produces, etc. There would need to be an onsite supervisor daily. |
