About this file
This is a Performance Work Statement for Electronic Flight Bag (EFB) Sanitization services at McConnell Air Force Base, Kansas, dated 18 June 2026. Air Mobility Command requires the physical and permanent removal of specified wireless and recording components from thirty (30) Government-Furnished 11-inch iPad Air M3 devices (Manufacturer Part Number MCA14LL/A) to enable safe cockpit usage while preventing classified information spillage and security incidents. The components to be removed include Bluetooth modules, Wi-Fi modules, cellular modules (if applicable), all front and rear-facing cameras, all microphones, and all recording capabilities. The removals must be executed without damaging the iPad's screen, processor, and power components.
The contractor shall complete all work at its own facility within a 30-day period of performance from contract award. Work delivery logistics depend on contractor location relative to McConnell AFB: contractors within 200 miles will have equipment hand-delivered and picked up, while those beyond 200 miles will receive shipped equipment with a return shipping label provided upon completion. Deliverables include the thirty (30) modified EFBs and individual reports for each device detailing work performed and certifying component removal by serial number. Government quality assurance acceptance criteria include physical inspection, functional testing of core iPad operations, connectivity and sensor testing to confirm removal of wireless and recording capabilities, and report verification for accuracy and completeness. The contractor assumes liability for any damage rendering devices unusable and should acknowledge that warranty voiding and security implications are inherent risks of the modification work. The statement also includes standard federal requirements regarding elimination of Class I Ozone Depleting Substances and requires contractor expertise in electronics and hardware modification.

Performance Work Statement
Electronic Flight Bag (EFB) Sanitization
McConnell AFB, Kansas
1.0 Overview
Currently, Air Mobility Command uses Apple iPads as their Electronic Flight Bag (EFB) for all aircrew, with limited usage, on real-world and exercise 801x missions. In order to allow usage of EFBs in the cockpit and cargo area, as outlined in AMCI 11-270 paragraph 3.13 and DAFI 21- 101_AMCSUP_AMCGM202501, paragraph 1.7.3.12, we request to have thirty (30) EFBs be sanitized to meet the criteria listed below in the scope of work. By removing these capabilities, the aircrews maintain safety of flight with full access to publications in the cockpit, while ensuring we avoid classified spillage, classified messaging incidents, malicious logic, or a COMSEC incident involving an EFB.
2.0 Scope of Work
The contractor shall provide all necessary personnel, labor, materials, and expertise to perform the hardware modifications on thirty (30) Government-Furnished EFBs. The scope of work includes the physical and permanent removal of the following components from each EFB:
• Bluetooth module
• Wi-Fi module
• Cellular module (if applicable)
• All front and rear-facing cameras
• All microphones
• All recording capabilities
The removal of these components must be done in a manner that does not damage the remaining functionality of the iPad's screen, processor, and power components.
3.0 Period of Performance
The period of performance for this contract shall be 30 days from the date of contract award.
4.0 Government-Furnished Equipment (GFE)
The Government will provide the following to the contractor:
• Thirty (30) 11-inch iPad Air M3 model. Manufacturer Part Number MCA14LL/A
5.0 Place of Performance
All work shall be performed at the contractor's facility.
• If the contractor is within 200 miles of McConnell AFB, the equipment listed above will be hand delivered and picked up.
• If the contractor is beyond 200 miles, the equipment will be shipped to the contractor, and a return shipping label will be provided upon completion.
6.0 Deliverables
The contractor shall deliver the following at the conclusion of the period of performance:
• Thirty (30) modified EFBs with the components listed in Section 2.0 physically removed.
• An individual report for each modified iPad serial number will be provided detailing the work performed and certifying the removal of the specified components.
7.0 Quality Control and Acceptance Criteria
The Government will perform quality assurance checks on all modified iPads. Acceptance of the deliverables will be based on the following criteria:
• Physical Inspection: A visual inspection will be conducted to ensure the specified components have been physically removed.
• Functional Testing: Each iPad will be powered on to verify that the core functions (e.g., operating system boot, screen display, and response to touch) are still operational.
• Connectivity and Sensor Testing: Attempts will be made to connect to Bluetooth, Wi-Fi, and cellular networks. The camera and microphone applications will be tested to confirm they are non-functional due to the absence of hardware.
• Report Verification: The reports provided for each device will be reviewed for accuracy and completeness.
8.0 Risks
It is important to note the inherent risks associated with the requested hardware modifications:
• Voiding of Warranty: The physical opening and modification of the iPads will void any existing manufacturer's warranty.
• Risk of Damage: There is a significant risk of damage to the iPads during the component removal process. The contractor will be liable for any damage rendering the devices unusable.
• Security Implications: While the intent is to enhance security by removing components, any improper modification could potentially compromise the device's built-in security features, such as the Secure Enclave
9.0 ELIMINATION OF USE OF CLASS I OZONE DEPLETING SUBSTANCES (ODS)
(JUN 2024)
(a) Contractors shall not:
(1) Provide any service or product with any specification, standard, drawing, or other document that requires the use of a Class I ODS in the test, operation, or maintenance of any system, subsystem, item, component, or process; or
(2) Provide any specification, standard, drawing, or other document that establishes a test, operation, or maintenance requirement that can only be met by use of a Class I ODS as part of this contract/order.
(b) For the purposes of Departmet of the Air Force policy, the following products that are pure (i.e., they meet the relevant product specification identified in AFI 32-7086) are Class I ODSs:
(1) Halons: 1011, 1202, 1211, 1301, and 2402;
(2) Chlorofluorocarbons (CFCs): CFC-11, CFC-12, CFC-13, CFC-111, CFC-112, CFC-113, CFC-114, CFC-115, CFC-211, CFC-212, CFC-213, CFC-214, CFC-215, CFC-216, and CFC- 217, and the blends R-500, R-501, R-502, and R-503; and
(3) Carbon Tetrachloride, Methyl Chloroform, and Methyl Bromide.
[NOTE: Material that uses one or more of these Class I ODSs as minor constituents do not meet the Department of the Air Force definition of a Class I ODS.]
This Performance Work Statement is intended to provide a clear and comprehensive overview of the required work. The contractor is expected to have expertise in electronics and hardware modification to perform these tasks successfully.
