About this file

This is a Questions and Answers document for a FY26 Electronic Flight Bags (EFBs) Sanitization solicitation. The document addresses a single inquiry regarding the permissibility of performing modification and sanitization work at a contractor facility located in Ottawa, Canada, with international shipment of Government-furnished iPads.

The Government confirmed that contractors may propose this arrangement in their quotes. However, the awarded contractor must successfully complete security and facility vetting requirements coordinated through the local Office of Special Investigations (OSI). Final approval to utilize the proposed international facility and to ship Government-Furnished Equipment (GFE) internationally is contingent upon successful completion of the OSI security vetting process. This requirement establishes a conditional approval pathway rather than an outright prohibition on international work performance.

Q&A -FY26 – EFBs Sanitization

Q1. Would the Government permit the required modification/sanitization work to be performed at a contractor facility located in Ottawa, Canada. If so, would shipment of the Government-furnished iPads to and from that facility be acceptable under this solicitation?

Answer: Yes, contractors may submit a quote proposing this arrangement. However, please be advised that the company who receives the award will need to pass all security and facility vetting requirements in coordination with our local Office of Special Investigations (OSI). Final approval to utilize the proposed facility and to ship Government-Furnished Equipment (GFE) internationally is strictly contingent upon successful completion of this OSI security vetting process.
