About this file

This Performance Work Statement (PWS) describes trailer wheel and rim refurbishment services for 10 emergency diesel generator trailers at Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) in Hawaii.

The Contractor shall provide labor, supervision, and equipment to execute a rolling refurbishment strategy across the trailer fleet while minimizing operational downtime. Phase 1 involves outfitting the first trailer with Government-provided rims and tires, requiring the Contractor to remove existing wheel assemblies, dismount old tires, properly dispose of them in compliance with environmental regulations, hand off bare rims to Shipyard Personnel for refurbishment, mount new tires onto refurbished rims, and reinstall completed assemblies with proper torque specifications. Phase 2 repeats this cycle for the remaining 9 trailers on an on-call basis, scheduled approximately every 2-3 weeks contingent upon Government operational needs and rim availability. Each service day must be completed within one eight-hour workday, with defined completion windows for staging (30 minutes), removal (1.5 hours), dismounting and staging (4 hours), mounting (6.5 hours), installation and torque (7.5 hours), and disposal and cleanup (8 hours). The Government provides new rims, refurbished rims, new tires, and handles transportation, blasting, and painting of rims. The Contractor is solely responsible for mechanical breakdown, tire disposal, tire mounting, and reinstallation. The Contractor must provide U.S. citizen employees registered with the Defense Biometric Identification System (DBIDS), complete security documentation including SECNAV Form 5512/1, and comply with safety, environmental, and security requirements outlined in three appendices. No security clearance is required.

PERFORMANCE WORK STATEMENT (PWS)

Pearl Harbor Trailer Wheel & Rim Refurbishment Services

1.0 Background

The Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) is the largest industrial complex in the State of Hawaii and the Pacific region. The facilities and equipment are able to service the Navy’s fleet and other agencies. The shipyard occupies 112 acres, over 170 buildings and 4 dry docks. To support the maintenance of the naval fleet, Pearl Harbor provides back up diesel generator power as an emergency precaution for the event of a loss of shore power. The emergency diesel generators that are used for this purpose are maintained by shop 06. To ensure the generator trailers remain fully operational and usable, a rolling refurbishment of trailer rims will be enacted to address rust and wear. To minimize operational downtime, a pool of rims and tires will be utilized. The Government (Shipyard Personnel) will handle the transportation, blasting, and painting of the rims. The Contractor is responsible for the mechanical breakdown, tire disposal, tire mounting, and reinstallation on the trailers.

2.0 Scope

The Contractor shall provide all labor, supervision, and necessary equipment to execute a rolling refurbishment strategy for trailer tires and rims across 10 shipyard generator trailers. The primary objective is to systematically replace old rims, tires, and install refurbished (or new) rims and tires while minimizing trailer downtime.

3.0 Specific Tasks

The Contractor shall perform the following tasks, broken down into two distinct operational phases.

3.1 Phase 1: Initial Setup (Trailer 1)

This phase establishes the rolling inventory by outfitting the first trailer with a new set of Government-provided rims and tires.

3.1.5 Mounting: Mount eight (8) new tires onto the eight (8) refurbished rims (provided by the Government).

3.1.6 Installation: Install the eight (8) completed new wheel assemblies back onto Trailer 1, ensuring proper torque specifications are met.

3.2 Phase 2: Rolling Refurbishment (Trailer 2 and Subsequent Trailers)

1. This phase begins once the Government provides the first batch of refurbished rims from Phase 1. This cycle repeats for 9 remaining trailers in the fleet. Services will be scheduled by the Government to be done approximately every 2-3 weeks but contingent upon the Government's operational needs and the availability of refurbished rims.
