About this file
This is a Performance Work Statement (PWS) for trailer wheel and rim refurbishment services at Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) in Hawaii. The contractor shall provide labor, supervision, and equipment to execute a rolling refurbishment strategy across nine shipyard generator trailers over a 12-month period (14 September 2026 to 13 September 2027). The work involves removing existing wheel assemblies, dismounting tires from rims, disposing of old tires in compliance with environmental regulations, mounting new tires onto refurbished rims provided by the Government, and reinstalling completed wheel assemblies with proper torque specifications. The contract operates in two phases: Phase 1 establishes rolling inventory by outfitting the first trailer, and Phase 2 implements a rolling refurbishment cycle for the remaining eight trailers, with services scheduled approximately every 2-3 weeks contingent on Government operational needs and rim availability. Each service day must be completed within one eight-hour workday, with specific completion windows for staging (30 minutes), removal (1.5 hours), dismounting (4 hours), mounting (6.5 hours), installation (7.5 hours), and disposal/cleanup (8 hours).
The Government furnishes refurbished rims, new tires, transportation, blasting, and painting services, while the contractor is solely responsible for mechanical breakdown, tire disposal, mounting, and reinstallation. The contractor must schedule work with a minimum 48-hour notice and complete all environmental compliance requirements for tire disposal. All contractor employees must be U.S. citizens registered with the Defense Biometric Identification System (DBIDS), obtain necessary badges at Nimitz Visitor Control Center in Honolulu, and complete security documentation including form SECNAV 5512/1. Contractor personnel must wear visible company identification badges while on-site, clearly identify themselves as contract employees rather than DOD personnel, and cannot manage or supervise Government employees. The work is classified under NAICS code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) and Product Service Code J023, with quotes due no later than 09/04/2026 at 9:00 AM HST.

PERFORMANCE WORK STATEMENT (PWS)
Pearl Harbor Trailer Wheel & Rim Refurbishment Services
1.0 Background
The Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY&IMF) is the largest industrial complex in the State of Hawaii and the Pacific region. The facilities and equipment are able to service the Navy’s fleet and other agencies. The shipyard occupies 112 acres, over 170 buildings and 4 dry docks. To support the maintenance of the naval fleet, Pearl Harbor provides back up diesel generator power as an emergency precaution for the event of a loss of shore power. The emergency diesel generators that are used for this purpose are maintained by shop 06. To ensure the generator trailers remain fully operational and usable, a rolling refurbishment of trailer rims will be enacted to address rust and wear. To minimize operational downtime, a pool of rims and tires will be utilized. The Government (Shipyard Personnel) will handle the transportation, blasting, and painting of the rims. The Contractor is responsible for the mechanical breakdown, tire disposal, tire mounting, and reinstallation on the trailers.
2.0 Scope
The Contractor shall provide all labor, supervision, and necessary equipment to execute a rolling refurbishment strategy for trailer tires and rims across 9 shipyard generator trailers. The primary objective is to systematically replace old rims, tires, and install refurbished (or new) rims and tires while minimizing trailer downtime.
3.0 Specific Tasks
The Contractor shall perform the following tasks, broken down into two distinct operational phases.
