This Performance Work Statement (PWS) details the requirements for treatment and disposal of contaminated media in Drying Bed #6 at the Eielson Air Force Base Wastewater Treatment Plant. The project involves excavating approximately 720 cubic yards of PFAS- and metals-contaminated media (10% spent carbon and 90% sand) by October 1, 2025, with specific requirements including containerization, transportation, and disposal at an approved facility in accordance with federal, state, and Department of Air Force regulations.

Key objectives include complete excavation of the contaminated media, dry decontamination of the underlying liner and drainage pipe, evaluation and repair of the liner and drainage infrastructure to meet permit compliance, and adherence to PFAS disposal requirements outlined in the National Defense Authorization Act (NDAA) and Alaska Department of Environmental Conservation (ADEC) guidance. The contractor must provide all necessary equipment, personnel, and materials, submit regulatory paperwork and waste profiles for approval, and notify the 354 CES/CEIE office upon final disposal completion. The project is located at Eielson AFB, approximately 26 miles southeast of Fairbanks, Alaska, with work to be performed within the water treatment plant's fenced area.
