About this file

This document is a Questions and Answers (Q&A) file for Solicitation FA500425Q0037, dated 25 June 2025, addressing a contaminated media removal project at Eielson Air Force Base. The Q&A resolves five key issues: confirming the correct volume of contaminated media as 720 cubic yards (CY) of PFAS- and metals-contaminated media (10% spent carbon and 90% sand), verifying waste characterization data for thermal treatment at US Ecology's Moose Creek facility, and providing details about potential liner repairs. The government confirmed that analytical waste characterization data has been provided to the treatment facility and attached lab reports to support bidders' inquiries.

The document also includes a significant procedural update, extending the quote submission deadline from 1200 AKDT on 2 July 2025 to 1200 AKDT on 11 July 2025, allowing bidders additional time to incorporate the Q&A responses into their proposals. The solicitation involves transportation and thermal remediation of contaminated granular activated carbon (GAC) at the Republic Services Moose Creek Facility, with a specific requirement to evaluate and potentially repair the site's liner and drainage infrastructure after media removal.

FA500425Q00370001 Questions and Answers

25 June 2025

Question 1: Is it 700 or 720 CY of PFAS- and metals-contaminated media (10% spent carbon and 90% sand)? PWS: Section 1.1 states 720 CY; PWS: Section 1.3 and Exhibit A state 700 CY;

Combined Synopsis/Solicitation: Section 3; CLIN table states 720 CY

Answer 1: 720 CY is the correct measurement. The PWS has been updated to reflect this.

Question 2: In the Combined Synopsis/Solicitation: Section 3., CLIN table states in the Description column: Provide transportation and thermal remediation of 720 cubic yards of PFAS Contaminated GAC at Republic Services Moose Creek Facility. Has the analytical waste characterization data been provided to US Ecology’s Moose Creek facility to verify that the material is acceptable for thermal treatment under there ADEC permit?

Answer 2: Yes.

Question 3: Please provide the analytical waste characterization data for review.

Answer 3: The lab report is attached.

Question 4: In order to assess disposal options, please provide analytical data showing PFOS, PFOA, and select metals exceedances.

Answer 4: The lab report is attached.

Question 5: Please provide additional information as a basis for bid of PWS Item 1.5 "Evaluate and repair the liner and drainage infrastructure as needed. Ensure the liner and drainage infrastructure meets permit compliance post contaminated media removal and preformed repairs repair." Sufficient information is not provided for bidders to estimate cost of repairs. Size, extents, and nature of needed repairs is necessary for accurate bidding.

Answer 5: In 2024, the contractor damaged the liner in one known location. This may be the only spot that needs a repair, unless the 2025 contractor breaks the liner again. A repair can be a patch of plastic liner 20 mil thick and can be glued. The patch will need to be roughly 3ft by 3ft.

Question 6: Request a week extension of due date following response to questions as the government responses will have significant impact on approach and pricing which bidders will need to incorporate into their offers.

Answer 6: The date quotes are due will be moved from 1200 AKDT on 2 July 2025 to 1200 AKDT on 11 July.
