Project: Video Security System Upgrade Administration: BLM Nevada State Office Location: Winnemucca District Office
Performance Work Statement
1. General
1.1. Introduction
The mission of the Bureau of Land Management (BLM) is to sustain the health, diversity, and productivity of public lands for the use and enjoyment of present and future generations. Support Services provides assistance to the Bureau in its achievement of the mission. This acquisition will lead to improved security at the Winnemucca District Office’s yard which has had several recent break-ins.
1.2. Objective
The Acquisition of a solution to add additional CCTV coverage, to provide new equipment including cameras, and to integrate with the existing Winnemucca District Office’s CCTV system and private network, to include adjusting existing CCTV cameras to optimize coverage.
1.3. Scope of Work
Contractor to provide a CCTV camera solution for daytime and nighttime coverage of the areas in the BLM Winnemucca District’s ware yard as seen on Figure 1. Includes recommendation and provision of security cameras, licenses for additional cameras, electrician work necessary to supply cameras, rewiring of light pole photovoltaic cell switches if necessary, and any work necessary to integrate the new cameras with the Winnemucca District’s existing Avigilon Network Video Recorder. Contractor to provide complete solution for acquisition, installation, and integration with the existing units for the cameras to provide coverage to the ware yard. In addition to the work required to install the additional cameras existing external cameras at the Winnemucca District Office will require adjustment by the contractor to minimize or eliminate dead spots in coverage.
1.4. Background
The BLM’s Winnemucca District Office has had several break-ins occur in areas where adequate coverage is not provided by the existing CCTV system. The Winnemucca District Office ware yard has two light poles that additional cameras can be mounted on to provide additional security coverage. The Winnemucca District Office has an existing Avigilon Network Video Recorder to which the new cameras will need to be integrated. This system runs on its own private network. The light poles will need to be placed on individual photovoltaic light switches if not already on separate photovoltaic light switches.
1.5. Place of Performance
Project work is to take place at the Bureau of Land Management’s (BLM) District Office in the secure yard. The District Office is located at 5100 East Winnemucca Boulevard, Winnemucca, NV 89445.
1.6. Work Hours
The contractor is to perform work during normal business hours, 8-5 Monday to Friday, excepting Federal Holidays. Contractor to notify the Contracting Officer’s Representative (COR) three business days before beginning work.
1.7. Authorized Security Interruptions
If outages in monitoring on the existing security camera system are required to perform any of the contracted work, it will only take place from 7:00 A.M. to 5:00 P.M. on the Bureau of Land Management business days unless express written permission is provided by the Assistant District Manager for Support Services of the Bureau of Land Management.
1.8. Site Survey
A site survey of the location will be conducted on August 5, 2021, at 10:30am PDST. All interested vendor’s must RSVP no later than 3pm on the day prior to the site survey via email to: t1scott@blm.gov

1.9. Post Award Meeting
For all meetings, the contractor shall be responsible for providing meeting materials, and administrative and facilitation support. Meetings will be conducted at the Winnemucca Bureau of Land Management District office at 5100 East Winnemucca Blvd. Winnemucca, NV 89445, or through an alternative method of communication (such as a teleconferencing), as approved by the Contracting Officer.
Post-award Kickoff Meeting will be coordinated within 7 business days from contract award, the Government will conduct a post-award kickoff meeting at the Winnemucca District Office. The selected vendor shall visit the site to discuss installation details and timelines before beginning the project. This meeting will include conversations on the required adjustments for the existing external cameras.
2. Performance Objectives
1.1. The project work by the contractor will result in installed, commissioned, and correctly wired security cameras that will provide coverage of the areas indicated on Figure 1 with sufficient resolution for identification of potential suspects. The installed security cameras will be working with the Winnemucca District’s currently existing Video Recording System and additional work by the Bureau of Land Management will not be required. Work will be inclusive of all work necessary to have cameras operating and covering the proposed area. Additionally, the existing cameras at the Winnemucca District Office will be adjusted to provide better coverage. Winning contractor to coordinate with the Project Inspector for extent of adjustments to existing cameras.

1.2. Contractor to design/set-up and commission all newly installed and adjusted existing cameras so that the Winnemucca District Office has a complete surveillance system solution. Existing Avigilon Surveillance System is able to be monitored by District Staff just by logging-in.
3. Requirements/Tasks General: The selected vendor shall supply all labor and supplies necessary to complete the system installation and configuration. This includes the hardware proposed by the vendor, documents, wiring, mounts, wall plates as well as all other hardware, incidentals, and final installation notes. The selected vendor will coordinate prior to installation of cameras and equipment with the BLM POC to ensure locations are accurate and that any service interruptions are planned, and proper notification and approvals are in place prior to work.
1. Task One – Installation of new cameras and equipment to provide required coverage.
1.1. Recommend Video Camera’s to be installed to meet field of vision requirements as demonstrated on Figure 1. Required parameters for the cameras are approximately:

Note, Light poles for installation are very tall. Any means of accessing the top of the light poles to be considered incidental to installation for payment. Any method of accessing the top of the light poles must be OSHA compliant.
1.2. System connectivity. Contractor to provide, install and configure microwave data links or approved similar to provide communication from the newly installed cameras to the existing government owned Avigilon Network Video Recorder located in the main office building.
1.3. Licenses. Contractor to provide licenses for use with each of the new cameras for use with the existing government owned Avigilon Network Video Recorder. If additional switch work or ports are required, the contractor will be required to provide them. License should be a one-time fee for this item. If a subscription-based license is required, the BLM will coordinate that purchase outside the cost of this contract. Life-cycle cost will be considered during selection.
1.4. Photovoltaic Switch Reconfiguration. Light poles in the Winnemucca District Office yard may be triggered by one individual switch. If this is the case, then the lights will need to be placed onto individual separate switches by a licensed electrician. If photovoltaic Switch Reconfiguration is necessary, a copy of the Electrician’s license who is performing the work shall be provided to BLM COR prior to work.
1.5. Camera Avigilon Network Video Recorder Integration. Contractor to connect new cameras to existing open switch ports. If insufficient switch ports are available contractor to provide option for additional switch equipment necessary to support the additional cameras. Contractor to perform all work necessary to have cameras integrate with the existing Avigilon Network Video Recorder equipment.
2. Task Two – The reconfiguration/adjusting of existing cameras to optimize coverage.
2.1. There are 28 existing video cameras at the Winnemucca District. Of these 19 are outdoor facing and provide coverage. The coverage of at least 6 of these external cameras could be better optimized. The contractor will coordinate with the Project Inspector to better optimize the viewing angle of these additional external cameras to the Project Inspector’s satisfaction. Contractor to be responsible for any camera equipment damaged by their adjustments. Adjustments to be made in lump sum.
4. Quality Assurance Contractor to verify that security cameras provide nighttime vision and coverage of the ware yard at a quality sufficient to identify suspects that may be breaking into the ware yard. Cameras to be integrated with the Avigilon Network Video Recorder and include any necessary software licenses. All work to be warrantied for 1 year from date of written acceptance by the government.
5. Deliverables
5.1. Documentation
Contractor to provide technical specifications for all commercial items provided with this acquisition. Warranties provided by manufacturer must apply to this acquisition. All manufacturer’s instructions are to be followed. Contractor to provide to the BLM any user manuals or maintenance plans provided with the equipment by the manufacturer.
5.2. Camera and equipment Licenses as applicable.
5.3. Copies of Electrician licenses as necessary.
