Questions and Answers
1. Are the lights on one photo‐volatic cell, the lights do not appear to be on an individual photovoltaic cell? Lights appear to be on a single timer that is located inside of the shop building.
2. Where does the power to the photo‐volatic cell come from? Power comes from southeast end of site just to the west of the shop where power was recently trenched in when the gate was put onto power. The assumption is it would take an electrician to switch the lights onto photovoltaic cells due to the high voltage.
3. Is there an empty conduit from the shop to the main building? There are two conduits which are in use from the southeast end of the site, see figure, one is for data and the other for electric.
There should be enough room inside of these conduits to pull additional cable. The conduits are approximately 250 feet in length from the southeast end of the site to the shop.
4. What is the minimum height for mounting security cameras? The cameras must be set high enough to provide full coverage of the areas indicated on the coverage figure but be high enough to not be obstructed when a large pickup truck parks near the cameras. It is estimated that the best mounting height will be approximately 15‐20 feet above ground level but will require the onsite PI’s approval. It is not anticipated that the cameras will need to be mounted on the top of the tall light poles.
5. Where have most of the break‐ins occurred? At the southeast end of the site and down the alleyway.
6. Do you have good coverage of the east lot or was that an oversite? Yes, there is a good view of the east lot.
7. How should the cameras be mounted on the southwest corner of the building? Mounting on building should be in accordance with best practices and not require major modifications to the structure.
8. Did Avigilon help with the selection of cameras and angles needed? No, they were not used to help select cameras. All new equipment needs to be compatible with current recording and monitoring system to allow for full control and capabilities.
9. Did BLM use the tools provided by Avigilon to help select cameras? No, figure was developed by
BLM Staff using GIS.
10. Does the BLM want full coverage down the alleyway or are they more concerned with the east gate? The BLM would prefer full coverage of the alleyway but some form of masking, whether physical or digital, would be needed to prevent the BLM from having to deal with legal consequences of having a view of private property.

11. Would you prefer masking or maybe a high‐powered lens which would show just the area provided down the alleyway? Masking, especially if it helps us stay away from custom lenses.
12. Does the BLM know if the shop and the building were constructed at the same time? The construction dates are unknown.
13. Is a solar battery without solar panels that is wired into the light poles an acceptable solution for power to the cameras, otherwise an electrician would be needed to install the timer and placing lights on a photovoltaic switch? The building is on a GSA lease so any electrical work will need to come through the GSA. Vendors are encouraged to propose alternate technical solutions that are in line with industry standards and best practices and can achieve the stated requirements more efficiently. The BLM will evaluate the technical solutions for based on best value.
14. Do the existing cameras need moving or repositioning? The cameras need repositioning as opposed to relocating. We are trying to optimize area covered and most should only need minor
(<300) adjustments to maximize overlap. We do not anticipate any needing to be moved.
15. Will 11 days of data storage meet the requirement? Vendor should optimize the data that is being provided by the cameras to the server. Additional storage will not need to be added within the scope of this contract. Vendor will be allowed to reduce resolution on cameras with PI’s approval to optimize the security coverage provided by the cameras.
