SAM.GOV Request for Solutions Commercial Solutions Opening (CSO) HT0038-25-S-C001 Program Executive Office, Defense Healthcare Management Systems (PEO DHMS)
SECTION 1 – INTRODUCTION
1.1 Background and Authority
The mission of the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS), is to transform the delivery of healthcare and advance data sharing through a modernized electronic health record for service members, veterans, and their families. PEO DHMS is an acquisition organization that oversees three program management offices: DOD Healthcare Management System Modernization, Joint Operational Medicine Information Systems, and Enterprise Intelligence and Data Solutions. These offices acquire, deliver, and support information technology and services that enable data sharing and modernization of the electronic health record.
DHMS is interested in awarding other transaction agreements under the authority of 10 U.S.C. 4022 to carry out prototype projects that are directly relevant to enhancing the mission effectiveness of personnel of the Department of Defense or improving platforms, systems, components, or materials proposed to be acquired or developed by the Department of Defense, or to improvement of platforms, systems, components, or materials in use by the armed forces.
A prototype project includes, but is not limited to, a project that addresses:
(A) a proof of concept, model, or process, including a business process;
(B) reverse engineering to address obsolescence;
(C) a pilot or novel application of commercial technologies for defense purposes;
(D) agile development activity;
(E) the creation, design, development, or demonstration of operational utility; or
(F) any combination of subparagraphs (A) through (E).
This CSO is issued under the authority of 10 U.S.C. 4022 and is not subject to the Competition in Contracting Act, the Federal Acquisition Regulation, or the Defense Federal Acquisition Regulation Supplement. Any successful prototype project (or portion thereof) awarded under this CSO may be selected for a follow-on production agreement or contract pursuant to 10 U.S.C. 4022(f).
1.2 CSO Procedures
This CSO is a competitive solicitation that satisfies the requirement in 10 U.S.C. 4022(b)(2) that the Government, to the maximum extent practicable, use competitive procedures when entering into agreements to carry out the prototype projects. Unless otherwise set forth in an Area of Interest (AOI), there are no restrictions on who may submit a response to this CSO. Each AOI will identify the expected review process, which will vary depending on the complexity of the area and the anticipated number of responses.
The Government intends to leave this CSO open and continuously post updates to this CSO, if necessary.
Although the Government may determine additional companies have merit with respect to an AOI at any time, interested companies are encouraged to meet the due dates set forth in this CSO or in connection with any AOI as the Government has set aside personnel to review submissions based on the dates shared with industry. The Government is under no obligation to consider submissions made later than the posted due date.
The Government, in its sole discretion, may add companies whose information was included as part of a submission that was determined to have merit for purposes of an AOI, but who was not the “prime” or the “lead” on the submission, as awardable for a prototype OT.
The Government will not pay for costs associated with the preparation of Capability Statements or any other materials used to determine whether the company has merit for purposes of an AOI or is awardable for purposes of a prototype other transaction agreement.
1.3 Areas of Interest
The Government will issue Areas of Interest (AOIs) seeking submissions under this CSO. The Government may post new or revise AOIs at any time.
SECTION 2 – Agreement Officer; Support Contractors and Non-Government Advisors
Be advised, only an Agreement Officer has the authority to enter into a binding agreement on behalf of the Government and has exclusive authority to change the terms of an agreement. Inquiries may be sent to the points of contact for this CSO announcement at lacey.n.lockard.civ@health.mil and elizabeth.l.holten.civ@health.mil.
DHMS policy is to treat all submissions as confidential information, and to disclose their contents only for the purpose of review. Restrictive notices notwithstanding, during the review process, submissions may be handled by support contractors for administrative purposes and/or to assist with review. Submission under this CSO will constitute a grant of authority by the submitting company to the Government to allow the use of non-Government advisors to participate in review of all phases of the CSO process for all AOIs. If your company has any concerns with support contractors accessing proprietary information, please contact the Agreement Officer points of contact listed above in advance of submission.
Submissions will not be returned.
