About this file

This document is a Commercial Solutions Opening (CSO) solicitation for the Enterprise Intelligence & Data Solutions (EIDS) Program Management Office, seeking capability statements for two Areas of Interest (AOIs) in data management and integration. AOI #1a focuses on Data Product Management, which includes comprehensive services supporting the entire lifecycle of data products, technical data governance, cloud services management (specifically AWS GovCloud), and related technical support. AOI #1b concentrates on Data Integration, addressing cloud-hosted and cloud-native data solutions, involving database design, data warehousing, cognitive computing, and leveraging AI, ML, and NLP capabilities.

Interested companies can submit unclassified capability statements of up to four written pages or fifteen slides by 1500 ET on 14 July 2025, via email to specified government contacts. The solicitation follows a multi-phased review process where initial submissions will be evaluated for merit, potentially leading to a use case presentation and a 5-7 minute video response. Successful companies may subsequently be invited to respond to problem statements, with the ultimate goal of awarding one or more prototype other transaction agreements under 10 U.S.C. 4022. The government may make a single combined award or multiple separate awards for AOIs 1a and 1b.

Data Product Management and Data Integration

Dated 10 July 2025

BACKGROUND

The Enterprise Intelligence & Data Solutions (EIDS) Program Management Office (PMO) mission is to "deliver, connect, and curate data to facilitate informed decision-making across a diverse data ecosystem in support of Military Health, Readiness, and Federal Health data integration and innovation." This mission is achieved through the MHS Information Platform (MIP) and associated systems. The EIDS PMO is interested in awarding other transaction agreements under the authority of 10 U.S.C. 4022 in the following Area of Interest:

Area of Interest #1a: Data Product Management Data Product Management includes a comprehensive suite of services to support the entire lifecycle of data products. This includes, but is not limited to, documentation, engineering support, lifecycle sustainment, DevSecOps adoption, and product ownership/project management. This AOI includes Technical Data Governance and Technical Data Management, ensuring data quality, security, interoperability, and compliance through data stewardship, governance process automation, and data policy implementation. Data Product Management also includes critical support in defining and managing comprehensive Cloud Services, to include the management and administration of the AWS GovCloud environment. This AOI may also include security control implementation, performance monitoring, incident management, deployment automation, data migration support, capacity planning, and cost optimization.

Area of Interest #1b: Data Integration This AOI includes addressing challenges related to cloud-hosted and cloud-native data solutions, including database, data warehousing, data lake, and cognitive computing. This AOI encompasses design, architecture, content development, operational sustainment, and ongoing support for data solutions, with a focus on leveraging AI, ML, and NLP capabilities. This AOI may also include data integration processes (e.g., extract, transform and load (ETL) or extract, load, transform (ELT)), legacy systems, data dictionaries and catalogs, implementing automated monitoring, and coordinating with other service domains to build interoperable and secure data solutions.

CALL FOR CAPABILITY STATEMENTS

Interested companies may submit Capability Statement(s) to address either AOI 1a or 1b or both 1a and 1b. The Government’s market intelligence indicates a significant overlap in this area of expertise. The Government will review the Capability Statements for merit and may make one award for the combined 1a and 1b or make multiple awards/treat these as separate AOIs.

General Guidelines

1. Unnecessarily elaborate brochures or proposals are not desired. Do not include resumes for any personnel.

2. Use of a diagram(s) or figure(s) to depict the essence of the proposed solution is strongly encouraged.

3. All Capability Statements shall be unclassified.

4. Successful prototype projects may require companies to obtain a Secret clearance. Successful prototype projects will be required to comply with all applicable Department of Defense cybersecurity initiatives and applicable laws, including but not limited to the Privacy Act and Health Insurance Portability and Accountability Act. While there is no requirement as part of the Capability Statements to show the ability to hold a clearance or to have experience in these other areas, companies should structure their approach and consider including partners who will be able to successfully perform in this environment.

5. Companies are encouraged to familiarize themselves with 10 U.S.C. 4022(d).

Capability Statements for AOI #1 Capability Statements should not exceed four (4) written pages. Alternatively, Capability Statements may take the form of briefing slides which should not exceed fifteen (15) slides. The page limits are not requirements, but strong recommendations. The Government is not providing detailed limitations on formatting (such as margins, font size, etc.), but companies are reminded that the Government may take into account whether the content is easily readable and provides a good user experience as part of their review. Submissions should include at a minimum:

• Title Page (does not count against page limit).

• To the extent that the company considers the information exempt from FOIA, companies should mark information to be protected from Freedom of Information Act (FOIA) disclosure and a legend identifying the documents as being submitted on a confidential basis.

• Entity Name, Date, Point of Contact Name, E-Mail Address, Phone, and Address.

• Specifically identify the AOI (i.e., 1a, 1b, or both 1a and 1b) for which the Capability Statement is submitted.

• Describe your capabilities for the AOI.

DUE DATE

Submissions are due NLT 1500 ET on 14 July 2025 to the Agreement Officer points of contact via email at lacey.n.lockard.civ@health.mil and elizabeth.l.holten.civ@health.mil. The Government is under no obligation to timely review submissions that arrive after this date and time.

REVIEW PROCESS

This AOI is leveraging a multi-phased review process.

During the initial review phase, the Government will review Capability Statements to determine whether the submission has sufficient merit to invite the company to the next review step. Depending on the quality and number of submissions for AOI 1, the Government intends to provide a use case and invite those companies who have been determined to possess sufficient merit based on the Capability Statement to respond with a 5-7 minute video. The Government then plans to notify companies of their status with respect to the AOI.

Once the initial multi-phased review process yields a group of companies determined to have merit, the Government intends to share one or more problem statements with some of all of those companies and elicit responses leading to the award of one or more prototype other transaction agreements. The Government will provide more details with respect to the review process in connection with the issuance of the problem statements.

AWARDING INSTRUMENT

This Area of Interest solicitation will be awarded in accordance with the Commercial Solutions Opening (CSO) number HT0038-25-S-C001 (PEO DHMS) posted on SAM.GOV website.
