About this file

This document is a comprehensive project manual and technical specification for the Orange County Public Works Administration Building, prepared by KMF Architects. The project involves a complete window and curtain wall replacement, focusing on addressing moisture intrusion and heat gain issues through the installation of missile impact-rated windows with "E" rated frames, tinted low-E glazing, spandrel glass at floor slabs, and hurricane-rated doors. The specification documents detail the technical requirements for demolition, structural modifications, material specifications, installation procedures, and performance standards for the building envelope. The project manual includes extensive technical sections covering architectural, structural, mechanical, electrical, and civil aspects of the renovation, with a strong emphasis on energy efficiency, durability, and compliance with Florida building codes and hurricane resistance standards.

The estimated project cost is $7,000,000, with electronic sealed bids required to be submitted via the OpenGov e-Procurement Platform by September 9, 2025. Bidders must demonstrate experience with non-residential renovation projects valued at least $500,000 and completed within the last ten years. The contract includes comprehensive insurance requirements, warranty provisions, and change order procedures, with liquidated damages of $150 per day for delays in substantial or final completion. Progress payments will be made with 5% retainage withheld until project completion, potentially reducing to less than 5% once work exceeds 50% completion. The project timeline requires substantial completion within 335 consecutive calendar days and final completion within 365 consecutive calendar days, with work to commence within 14 days of the Notice to Proceed.
