This document is a Standards of Conduct document for the Permanent Change of Station (PCS) Joint Task Force Industry Day, scheduled for 12 August 2025 at the Regency O'Fallon in Illinois. The document outlines strict guidelines for industry participants, emphasizing a forward-looking, solution-oriented approach to improving the Department of Defense Household Goods Relocation Program (DP3). Key conduct principles include: no individual meetings with JTF members, structured and respectful dialogue, adherence to time-managed agendas, focus on strategic-level solutions, and a commitment to identifying innovative approaches to improve relocation services.

The document specifies that the PCS JTF will submit a strategic path forward to the Secretary of Defense on 5 September 2025, with recommendations at a strategic level rather than detailed implementation specifics. Participants are explicitly instructed to avoid discussing past rate filings or the Global Household Goods Contract, and to concentrate on future improvements. Noncompliance with the Standards of Conduct may result in verbal warnings or removal from the Industry Day event. The overall goal is to engage industry experts in collaborative problem-solving to enhance the quality of military household goods relocation services.

PERMANENT CHANGE OF STATION JOINT TASK FORCE

1 SOLDIER WAY

SCOTT AIR FORCE BASE, ILLINOIS 62225-5006

5 August 2025

SUBJECT: Permanent Change of Station (PCS) Joint Task Force (JTF) Industry Day Standards of Conduct

General Principles:

This Industry Day is a crucial opportunity for open dialogue and collaborative problem-solving.

The JTF values the expertise and insights of the household goods relocation industry and aims to utilize this feedback to drive positive change. To ensure a productive and efficient event, the following Standards of Conduct will be strictly enforced.

I. Conduct and Interaction:

1. No Individual Meetings: To maintain impartiality, a level playing field and preserve full and open competition there will be NO one-on-one meetings with any member of the

JTF, including the JTF Commander, outside of the structured Industry Day agenda. All interactions and feedback should occur within the designated sessions or through written feedback.

2. Engagement Appreciated: Industry participation and contributions are highly valued.

3. Data Collection: Notes and feedback will be captured by members of the

USTRANSCOM, Directorate of Acquisition Personal Property Branch (TCAQ-RP) to ensure a comprehensive record of the day’s discussions.

4. Structured Input: Industry inputs and comments will be delivered in an orderly manner.

TCAQ-RP will provide a microphone for each speaker to ensure clear and audible communication.

5. Respectful Dialogue: Attendees are expected to maintain a respectful and professional demeanor throughout the Industry Day. Disruptive or discourteous behavior will not be tolerated.

6. Focus on Solutions: Ideas and comments should be constructive and contribute to identifying solutions for improving the DoD Household Goods Relocation Program.

II. Agenda and Time Management:

1. Adherence to Schedule: Each problem statement and discussion topic will have a strict start and stop time. Please present your ideas concisely and efficiently to ensure the ability to hear as many industry viewpoints as possible. There is an opportunity to submit additional details in writing, which is designed to facilitate the discussion without need to delve into details, which can be covered in written submissions. AQ will provide time reminders to keep the discussion flowing. Given the number of topics, limited time, and desire to hear from as many of you as possible, keep your comments at the strategic or high level, and you may be asked to curtail your answer and submit additional details in writing.

III. Content and Scope:

1. Forward-Looking Focus: This Industry Day focuses on the future of the DoD

Household Goods Relocation Program and aims to improve operations. The focus of today is looking forward, not backward. As you may be aware, the PCS JTF must submit a strategic path forward for the Defense Personal Property Program (DP3) to the

Secretary of Defense on 5 September 2025. The presentation to the Secretary will be a set of recommendations at the strategic level and not a decision brief of every detail and change to the DP3. Following the 5 September briefing, we anticipate the Department will initiate an implementation plan to move forward with the approved strategic-level recommendations. Should the PCS JTF be assigned to develop this plan, we remain committed to engaging industry for continued input and collaboration.

2. Unacceptable Solutions: "Business as usual" is not an acceptable solution. The goal is to identify innovative and effective approaches to improve quality at the curb.

3. Problem-Solving, Not Complaining: This is not a complaint session. Focus should be on identifying challenges and proposing solutions, not simply airing grievances.

4. Off-Topic Discussions: This Industry Day is forward-focused; as such, the agenda does not include 2025 rate filings or the Global Household Goods Contract. Please refrain from discussing these topics unless they directly contribute to solving a specific identified challenge.

IV. Valuation of Ideas:

1. Value of All Ideas: All ideas have value, provided they contribute to solutions and not problems.

V. Consequences of Noncompliance:

Failure to adhere to these Standards of Conduct may result in the following:

• Verbal warning

• Removal from the Industry Day event

VI. Acknowledgement:

By attending this Industry Day, all participants acknowledge and agree to abide by these

Standards of Conduct.

The PCS JTF appreciates your participation and looks forward to a productive and collaborative event!
