About this file
This document is a presentation for the PCS JTF (Permanent Change of Station Joint Task Force) Industry Day scheduled for 12 August 2025, focused on improving the Defense Personal Property Program. The event aims to gather industry experts' insights on four key problem statements: innovative commercial practices, workforce incentives, program structure/pricing/claims, and commercial industry ideas. The mission is to enhance the relocation experience for service members by developing more efficient, secure, and high-quality moving processes.
The industry day features a structured agenda from 0700-1600, with leadership including Major General Lance Curtis and a panel of military and acquisition professionals. The standards of conduct emphasize constructive dialogue, focusing on forward-looking solutions rather than complaints. Participants are expected to provide innovative ideas on improving service, IT updates, workforce retention, pricing models, performance incentives, and other aspects of the household goods relocation industry. The event concludes with an open forum for industry remarks and final comments, with the ultimate goal of driving positive changes in the military relocation program.

STANDARDS OF CONDUCT

Timeliness: On time pickup and delivery are critical to a high-quality relocation experience. Relocation vendors must pickup and deliver according to prearranged timelines.
Defining the Service Member Relocation Experience The US government has high expectations for companies engaged in moving household goods. The termination for cause of Home Safe Alliance offers a transformational opportunity to deliver Service members a quality relocation experience.
Accountability: Having a contract with clearly defined standards, oversight responsibilities, incentives and consequences increases accountability. Failure to perform in accordance with contractual obligations will result in adverse consequences for relocation vendors.
Trust: Service member relocation is about more than moving cargo; it is about caring for Service member’s memories. Relocation vendors must interact in a professional, respectful, and timely manner to gain and maintain Service member trust.
Clear and consistent standards are required for a quality relocation experience.
Modernization: Deliver modern digital management tools to enable stronger, faster and more transparent communication between industry and customers; and improve the claims process in the event of loss or damage.
The DoD strives to provide customers with efficient and secure moves, limited claims and complaints, and improved quality of service. The Relocation Enterprise operates on the policy established by OSD, and military services. Through numerous program changes, the goal has been consistent: to make the PCS relocation process better for our service members.
