About this file
This document is a Clarification Request for the Health Start Program Solicitation (BPM002372) issued by Pima County, Arizona. The document addresses a request for more information regarding how home visiting programs in the county coordinate to avoid duplication of services. The primary organizations involved include Pima County's home visiting programs and the United Way of Arizona, which operates a centralized home visitation coordinated referral system.
The document outlines the coordination mechanism for home visiting programs, which includes a single entry approach through United Way that uses standardized referral and assessment forms. Potential participants are informed that program participation is voluntary and limited to one home visitation program. Home visiting staff are cross-trained to understand different programs' benefits and eligibility requirements but are restricted to providing direct services only for the specific grant/program they were hired to work in. The system is designed to centralize intake, leverage capacity, minimize service duplication, and allocate local home visitation services efficiently and equitably.

Health Start Program Solicitation BPM002372 – Clarification Request
Pima County
Method of Approach
6.2.1.2.8.
If another similar home visiting program exists in the neighborhood/community selected as the targeted service area that serves the same population, document the efforts of the proposed Health Start program and the other programs in the community, and how all activities will be coordinated to avoid duplication of services and staff;
Information was provided, but need clarification on how all activities will be coordinated to avoid duplication of services and staff. Provide more information.
Pima County’s home visiting programs (all the ones listed in the chart in section 6.2.1.2.8) use a home visitation coordinated referral system operated by the United Way of Arizona. This single entry approach is designed to centralize intake, leverage capacity, minimize duplication of services and allocate local home visitation services efficiently and equitably. Intake specialists within United Way utilize a standardized referral and assessment form to process referrals based on eligibility requirements and family needs. Pima County’s collaborative approach is aimed at avoiding duplication of services and ensuring local home visitation programs are maximizing capacity.
Upon receipt of a referral from United Way, potential participants in the Pima County Health Start program are informed that participation in the program is strictly voluntary and asked if they are participating with another home visitation program. If it is determined that dual enrollment may occur, information is given to the potential participant on each program and the participant then chooses which program best meets the needs for them and their families. It is made clear during the intake process that participation in home visitation programs in Pima County is limited to one.
Pima County’s home visiting staff are cross trained in the different home visitation programs operating in the County and are able to discuss benefits, eligibility requirements and goals/objectives of each home visitation program within Pima County. However home visiting staff only provide direct services to the grant/program in which they were hired into and do not work more than their assigned program.
